JOB DESCRIPTION

Position Title: Technical Advisor, Tuberculosis (TB)

Location: Harare, Zimbabwe

Supervisor: Country Representative

Position Summary:
The Technical Advisor will report to FHI 360’s Country Representative and will be based in UZT’s Harare office. This person’s role will be to provide technical assistance (TA) in the areas of QI, data quality, and data management for decision-making, and operationalizing weekly TB reporting in the ten provinces and 30 districts supported by the SUPPORT-TB Project. As such, s/he will be responsible for managing and leading the provision of high-level TA, and dynamic data use for effective and adaptive program management, including contributing to the development of an innovations tracker for the Project. S/he will work closely with the Executive Director (ED), Technical Director (TD) and other UZT staff to support the AIDS and TB Program in the Ministry of Health and Child Care (MoHCC), provinces and districts to adopt enhanced QI and data management/data use processes that will lead to a strengthened TB program. S/he will provide mentorship to project staff to ensure program quality and strong local capacity development and ownership, thus ensuring more sustainable results.

Duties and Responsibilities:

  • Provide technical guidance to the various government stakeholders to strengthen capacity of local health systems, partners and communities to deliver up-to-date evidence-based quality TB services.
  • Provide TA to the SUPPORT-TB Project and MoHCC staff to enhance quality improvement (QI) activities in Project districts and sites, including promotion of Continuous Quality Improvement (CQI) initiatives that use the Plan-Do-Study-Act (PDSA) cycle.
  • Provide TA for the regular collection and analysis of granular data in Project districts and sites to enable real-time decision-making and implementation of remedial actions that are tailored to the specific context of each site.
  • Contribute to the planning and implementation of a rapid assessment of national QI implementation for TB and the development of activities to enhance continuous quality improvement (CQI), including the development of district-specific QI plans.
  • Provide TA in the implementation of Routine Data Quality Assessments (RDQA) to strengthen data quality at source
  • Operationalize weekly reporting for TB through DHIS2 in high volume facilities in supported districts.
  • Lead the implementation of activities to build the capacity of supported districts and sites on RDQA and on the implementation of weekly reporting systems.
  • Provide TA in the development of a step-by-step guide to conduct TB death audits, activities to build the capacity of supported districts and sites to institutionalize TB death audits to inform performance quality improvement (PQI).
  • Contribute to the development of an Innovations Tracker Dashboard which will be used to assessed effectiveness of new tools implemented by the Project.
  • Provide technical guidance in strategic information (SI) use and mapping to inform program targeting and adaptive program management across different geographic areas in Project provinces.

Minimum Qualifications:

  • A master’s degree in Epidemiology, Public Health, or a related discipline. A degree in Medicine will be an added advantage.
  • At least 8 years of experience designing and implementing public health programs in Zimbabwe with practical experience in TB programs.
  • At least 5 years management and/or strategic leadership experience.
  • Firsthand knowledge of the Zimbabwe health system, stakeholders and actors.
  • Demonstrated ability to critically appraise situations and design strategic interventions.
  • Extensive experience in knowledge management and dissemination of research findings
  • Excellent report writing, analytical and communication skills, including oral presentation skills
  • In-depth knowledge and experience in USG reporting requirements.
