ABOUT THE JOB
Responsibilities:
Program Management and Development
- Provide leadership, coordination, and integration of DRC activities in the area including, but not limited, to protection, emergency response and livelihoods & empowerment.
- Monitor the progress of projects against work plans and provide appropriate support to project managers and staff to ensure that work plans are adjusted, as needed, and targets are met
- Analyze the specific local humanitarian context, needs, gaps and constraints and anticipate forthcoming movements and displacement-related trends, recommending appropriate adjustments to programme activities
- Encourage a positive, innovative, and mutually supportive team spirit amongst the team
- Lead the process of adapting DRC national strategy to the local context and circumstances, including the engagement strategy to gradually increase humanitarian access for DRC in the province.
- Monitor staff performance and conduct to ensure compliance with job requirements and DRC policies and values
- Be a driving force in terms of implementation, coordination and representing of DRC in the province, in close coordination & direction of area manager.
- Draft and present to the DRC area office regular analysis on the context and humanitarian situation in area of responsibility to inform future proposal development processes in the province and wider area.
Support Services
- Ensure necessary systems in procurement are followed according to DRC Operations Handbook.
- Ensure HR processes are completed in line with DRC guidelines and SOPs
Coordination/Representation
- Act as the main DRC representative in the area and attend all relevant forums/meetings including active participation in the OCT, ACBAR, PDC and line directorate meetings with the objective to strengthen DRC’s position in the area.
- In close coordination & guidance of area manager implement and regularly revise a DRC engagement strategy and acceptance in the province.
- Identify and build relationships with authorities and other relevant stakeholders in the area
- Accountability
- Guided by the DRC Programme and operations Handbooks, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of DRC activities in the province and wider area.
Safety and Security
- Act as security manager in the field office ensuring adherence to security procedures and monitoring developments in the security situation.
- Actively support the country safety department to develop and regularly update the local security plan for area of responsibility.
- Be a member of and/or actively support the Crisis Management Team as and if requested.
- Develop and maintain a security focal persons’ network in his/her area of responsibility
Monitoring and Evaluation
- Ensure implemented projects follow DRC monitoring, evaluation and learning minimum operating procedures (MELMOP) and country M&E framework
ABOUT YOU
To be successful in this role you must have:
Experience and technical competencies:
- Minimum 7 years relevant professional work experience.
- At least two years’ experience in at least one sector, Emergency, protection, or economic recovery.
- At least 3 years in project management in both development and Humanitarian sectors
- Demonstrable experience in managing staff safety and Programme security in insecure environments.
- Strong proven experience in managing logistics, procurement, administrative and financial functions.
Education/qualifications:
- Bachelor/master’s degree in management or related field
- Program management and implementation related courses
