Position Description

EnCompass LLC is seeking local Finance, Administrative, and Human Resource Officer candidates for the four-year United States Agency for International Development (USAID) Monitoring, Evaluation and Learning (Upoma) activity will be a central Mission-wide platform that provides a range of analytical and advisory services in support of USAID’s design, performance monitoring, evaluation, and operational learning and adapting efforts. The activity will play a significant role in achieving the successful implementation of the Mission’s: Country Development Cooperation Strategy (CDCS) 2020 – 2025, Performance Management Plan (PMP), and the Collaboration, Learning and Adapting (CLA) agenda.

Reporting to the Operations & Finance Director, the Finance, Administrative, and Human Resource Officer will provide support to all finance, and administrative, and HR activities, including: support to recruitment of consultants for evaluations, assessments, and other tasks assigned to Upoma by USAID; procurement of goods and services, and event planning. The Finance, Administrative, and Human Resource Officer must be highly organized, detail-oriented, and able to handle multiple complex tasks simultaneously. She/he should have strong written and verbal communication skills in English and be able to communicate effectively with project team members, vendors, and consultants. The position will be full-time and be based in Dhaka with potential for travel throughout the country.

Position Duties and Responsibilities

Essential functions:

(Financial tasks: 40%)

  • Prepares payment vouchers in support of payments for project activities and suppliers invoices confirming such payments are: in accordance with procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and project code.
  • Tracks expenses and other financial transactions, mainly involving expense entry, tracking and record keeping and makes sure the expenses are in the budget.
  • Prepares monthly cash flow based on the activities projected in the work plan.
  • Processes staff travel advances and expense reports, consultants’ payments and other related costs.
  • Disperses payments for Upoma activities, consultants’ payments and other related costs.
  • Compiles backup documentation for all activity related transactions and ensures completeness and appropriate review and approvals are documented.
  • Prepares monthly payroll for Upoma staff, as needed.
  • Processes checks and bank transfers to vendors and employees.
  • Prepares vendor and payroll tax forms and ensure these are submitted promptly, as needed.
  • Performs monthly bank reconciliations and routinely monitors bank account balances.
  • Develops financial system in QuickBooks and tracks all the expenses of field activities to make sure the expenses align with the budget.
  • Prepares and submits monthly reconciliation reports for review.
  • Provides support to the Operations & Finance Director in preparation of the monthly financial reports package.

Administrative tasks (30%)

  • Organizes project activities as assigned (e.g., maintaining up to date participant lists, drafting communications, sending welcome letters, responding to questions, etc.).
  • Works closely with procurement manager, the Operations & Finance Director, the Home Office Contracts team, and the Project Operations and Management function to assist procurements and ensure procurement processes are being followed and are compliant with donor expectations, rules and regulations, and EnCompass internal policies (EnCompass Procurement Policy).
  • Provides support to Operations Manager on travel arrangements, including transportation, lodging, and other necessary preparations for visiting staff and traveling team members.
  • Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events, and providing administrative support to other team members as needed.
  • Other duties as assigned.

Human Resource tasks: (30%)

  • Coordinates recruitment and documentation of consultants including: local consultants, posting job descriptions prepared by Upoma technical staff on bdjobs; receives and reviews applications from job postings; prepares a short list of candidates for review by Upoma technical staff; schedules interviews with short-listed candidates; prepares documentation required to hire consultants, prepares labor agreements and consultant contracts.
  • Act as point of contact for all human resource issues for Upoma staff.

Position Requirements

Qualifications

Academic Qualifications

  • Some college or technical education. Bachelor’s degree preferred, in accounting, finance, management, business administration, human resources, or similar field

Experience and Skills

  • Minimum of four (4) years of experience working on USAID projects in a related role and working experience in an accounting and/or financial field/HR
  • Strong knowledge of accounting systems e.g., QuickBooks
  • Strong knowledge of MS Office 365, including Word, Outlook, PowerPoint, Excel
  • Resourcefulness, good planning skills, highly organized approach
  • Fluent English ability: Speaking/Reading/Writing is required
  • Successful experience in HR or recruitment. Willingness to learn HR and recruitment skills required
  • Proficiency in US Government procurement, human resources, and financial reporting processes and requirements highly preferred
  • Ability to multi-task and work well with others
  • Ability to listen and communicate well both verbally and in writing
  • Ability to conduct a range of administrative functions in cross-cultural contexts
  • Ability to work independently
  • Attention to detail and accuracy
  • Familiarity with USAID/Bangladesh Mission preferred
