POSITION SUMMARY
The Finance and Administration Associate will be responsible for the financial, administrative and logistical tasks of the GGGI country program, especially the GCF Readiness project, including accounting and record keeping, project asset management, secretariat support for meetings, workshops, consultations and trainings, and sourcing of quotes for goods and services required by the project. The Finance and Administration Associate will also provide support to the GCF Readiness Officer for the coordination of trainings and workshops.
For the GCF Readiness project the Finance Associate will support the hiring and managing of consultants for the development, delivery, and assessment of adaptation-related work programs and activities at the country level. The Finance and Administration Associate will also support effective program and project reporting and communication internally and externally in line with GGGI corporate policies, standards, and protocols.
The Finance and Administration Associate will report to the Senior Climate Smart Agriculture Project Management Officer and the Kiribati Program Officer based in the GGGI office in Tarawa and work closely with the GGGI country team, GGGI regional OED team, MELAD, MFED, and other key stakeholders in Kiribati.
PURPOSE
The Finance and Administration Associate will be essential in ensuring the country program’s ability to implement high-quality, well-coordinated, and compliant projects. By providing meticulous financial oversight, operational support, and risk management, the position plays a critical role in maintaining donor trust and meeting the expectations of funding agreements. Through effective budget management, accurate reporting, and seamless coordination of project activities, the role contributes to the successful delivery of organizational objectives, while safeguarding the integrity and efficiency of program execution.
ENGAGEMENT
- Advise the team on the procedures, policies, and tools of all operational transactions for project/output delivery
- Identify issues and risks that will affect consistent program and delivery and report to the manager
- Identify issues from across projects and workstreams and advise project staff on remedial measures in order to maintain integrity of delivery;
- Communicate program needs to service providers/suppliers and ensure that services/products are delivered in line with established agreements.
DELIVERY
- Develop and monitor detailed budget execution plans and schedules in line with GGGI’s yearly work programs, funding agreements, and project implementation plans.
- Develop and monitor procurement plans and requisition procedures in line with GGGI’s yearly work programs and budget lines.
- Support the development of and update the project hiring plan and annual procurement plan.
- Place initial screening and controls on project spending, procurement requests and contract issuance.
- Verify data and ensure data entry and document consistency from spending and expenses of specific project/output management.
- Maintain program filing system and safeguard standards of reporting/documentary quality to support reporting to donors and program stakeholders.
- Consolidate financial documentation for projects and ensure accuracy of project financial reporting.
- Assist in preparing annual budgets, providing monthly forecast and monitoring of Kiribati GCF Readiness project expenditures subsequently ensuring charges in the GL journals are charged to the correct codes.
- Support the GGGI Country Representative and GGGI project managers in monitoring the GCF Readiness project and other GGGI projects in Kiribati when necessary both substantively and financially
- Support organizing and project activities including policy consultation and validation meetings & workshops, capacity building programs based on GGGI’s yearly/ biannual work programs and budget plans.
- Complete corporate financial reports such as monthly progress report (financial aspect, budget adjustment rounds during the year, year-end pack return etc.)
REQUIREMENTS
QUALIFICATIONS
- Bachelor’s degree or equivalent in business administration, finance, accounting, human resources, or other related field of study required.
- Minimum 3 years of professional work experience relevant to this position. Preferably 3 years of program experience in the development sector in Kiribati.
- Good working knowledge of Kiribati Government and institutions.
- Certifications in accountancy, project management, human resources management, procurement, database management, information technology systems, knowledge management/communications welcome.
- Experience working with an international organization will be an important advantage.
- Excellent written and spoken English.
