To support effective delivery of finance services to facilitate transparent and efficient utilization of financial resources.

ORGANIZATIONAL CONTEXT

  • The Finance Assistant will report to the Finance and Admin Officer with overall guidance from the Head of the Resource Management Unit.
  • At this level, job holders are expected to take responsibility for the completion of a range of finance-related processes and activities requiring some interpretation of standard guidelines/practices. Job holders can recommend a course of action to staff at various levels and may allocate tasks to other support staff.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Assist in providing procedural and technical support to staff in finance and budget areas to ensure compliance with WFP financial policies, rules and regulations.
  • Monitor monthly expenditure forecasts and provide reports to facilitate informed decision-making.
  • Monitor the bank and petty cash accounts regularly to ensure adequate funds are available and appropriately disbursed.
  • Assist in cash-based transfer reconciliation and vendor management with finance service providers.
  • Assist in compiling information from various sources to prepare budgets, accounting, and finance reports.
  • Retrieve, format and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the supervisor’s attention and follow up corrective actions.
  • Perform the monitoring and recording of fixed assets and spend on fuel and spare parts for vehicles and generators, to ensure that the databases are accurately updated.
  • Monitor and record all expenses per the approved budget to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants and other supplier invoices are processed on time.
  • Provide guidance and on-the-job training to other support staff to ensure services are delivered consistently and to the required standards.
  • Perform other related duties as required.

 STANDARD MINIMUM QUALIFICATIONS

Education: 

  • Secondary education with specialized certification in Accounting or Financial Management or supplemented by training in personnel or general administration work.
  • Bachelor’s degree in Accountancy or supplemented by courses relate to the area of work is desirable but not required.

Experience:

  • At least five years of progressively responsible work experience in the relative business stream.
  • Desired Experiences for entry into the role: Has experience collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior leaders.

Knowledge & Skills:

  • Experienced in utilizing computers, including word processing, spreadsheet, databases and any financial system (SAP preferable).
  • General knowledge of accountant/financial procedures and guidelines as well as moderate knowledge on Internal Control mechanisms in an organization.
  • Language: Fluency in in English and Filipino, both oral and written communication
