The Opportunity – Finance Coordinator

Post location: oPt Country Office – Ramallah

Contract Duration and Level of Effort: 1 year

ROLE PURPOSE:

As a member of the WB Local Management Team (LMT), the Finance Coordinator shares in the overall responsibility for the day to day direction and coordination of the WB Field Office. The Post holder in his/her capacity will be accountable to the Field Office Manager with technical accountability to the Finance Director for overseeing the finance functions –and co-accountable with other senior field staff for risk management – in both emergencies and development programming contexts.

Staff reporting to this post: Finance Officer

Role Dimensions: oPt CO is a high complexity country, multi-member interest, with an annual budget of around $40+m, and 100+ staff. Currently the program is experiencing a growth in funding and complexity due to the war in Gaza.

KEY AREAS OF ACCOUNTABILITY:

As a member of the WB Local Management Team (Field Office), contribute to:

  • Leadership of the WB Field Office
  • Support the development of an organisational culture that reflects our full spectrum mandate values, promotes accountability and high performance, encourages a team culture of learning, creativity and innovation, and frees up our people to deliver outstanding results for children and excellent customer service for our members and donors
  • Ensure WB Field Office complies with all Save the Children’s Quality Framework Essential Standards and Standard Operating Procedures
  • Ensure that all required support is provided promptly, at scale and in line with the rules and principles during emergencies, working closely with the Field Office Manager and the Support Services Director.

Planning and Budgeting

  • Assist the Field Office Manager in the management /administration of the Field Office resources including (a) the formulation of Field Office resource allocation, (b) providing effective support and guidance to the Field Office Manager and other key program staff during planning and allocation exercises; (c) monitoring implementation of donor agreements and resource utilization within WB Field Operation, Highlight variances, provide analyses and recommend resolution or reallocation of resources
  • Work along with the WB FOM in developing plans to meet funding and programming needs in WB.
  • Identify, report and effectively manage all key risks, especially financial, related to delivering the program in WB. Work with the Field Office Manager and Control and Compliance Finance Manager mitigation plans.
  • Ensure accurate and correct level of budget authority is executed in WB Field Office.
  • Contribute effectively in financial aspects of budget development for new proposals will be implemented in WB.
  • Ensure WB Field Office has appropriate and adequate emergency finance procedures according to the Country Office Emergency Preparedness Plan in order to enable rapid scale up.
  • Ensure budget holders understand their responsibilities (e.g., through training)
  • Ensure Field Office has adequate capacity to operate efficient accounting systems, including timely receipt of monthly budget variance analysis by budget holders, timely answers to queries and scheduling tasks and deadlines

Finance

  • Oversee the finance function in WB Field Office, ensuring that planning and budgeting, financial accounting complies with donor agreements, financial control, international accounting principles, budget monitoring and reporting
  • Assist the Field Manager and the LMT in the management /administration of the Office resources. Highlight variances, provide analyses and recommend resolution or reallocation of resources
  • Support through the life of partnership agreement from Assessment stage, reviewing partnership agreement, orientation, Financial capacity building for partners
  • Review Partners budget for new SAAs, amendments of different awards
  • Reviewing and recording partner’s financial reports in Agresso in time manner, to answer partner’s inquiries if any,
  • Do Monitor field visiting partner
  • To follow up with Programme focal points in order to receive the reports on time.
  • Responsible for requesting and Managing WB FO Cash Fund request.
  • Responsible for WB accounts payment Run through AP.
  • Responsible of reviewing and approval for all Suppliers & Partners Bank Info
  • Responsible for posting all WB expenses into Agresso.
  • Responsible for posting all WB partner advances into Agresso.
  • Responsible for Approving WB invoices through prosave (AP focal point for WB Office.
  • Identify and effectively manage all key risks, especially financial, related to delivering the Field Office program. Working closely with Support Services Director develop mitigation plans at proposal stage.
  • Support in submitting accurate and high quality budgets and revisions.
  • In addition to develop FO Master Budget
  • Support Revision with BH and Focal Points Persons BVA reports
  • Revision with BH and Focal Points the BVA reports and update WB FO Manager and draw his attention for any major issues
  • Review Financial report That received from CO before WB FO Manger signing off
  • Fulfil all financial reporting requirements for WB Field Office internal and external stakeholders (Partners).
  • Jointly with Support Services Director responsible for making sure effective systems are put in place, and regularly reviewed, to allow adequate financial management and control over assets, funds, equipment, property, and facilities
  • Contribute to and participate in the development of finance policies and procedures to ensure adequate finance controls are in place according to international accounting principles. Coordinate and assist Field Manager and Support Services Director during any internal or external audits
  • Review and approve the proper accounting and closing of books upon receipt of completed reports and documents from partners and Field office direct expenses.
  • Develop sub-grantees financial management through training and capacity building
  • Develop CO budget holder financial management through training and capacity building
  • Perform any other responsibilities related to financial management as required by the Field manager and consent of Support Services Director.

Staff Management, Mentorship, and Development –Review staffing regularly in support services ensuring appropriate staffing and build case for staffing to the FM.

  • Ensure all Finance staff understand and are able to perform their roles in an emergency
  • Lead Finance team in WB FO; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Manage the performance of all Finance staff in WB FO through:
    • Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
    • Establishment of a result based system and regular follow up
    • Coaching, mentoring and other developmental opportunities;
    • Recognition and rewards for outstanding performance;
    • Documentation of performance that is at standard and above and less than satisfactory, with appropriate performance improvements/work plans
  • Provide technical support and guidance to finance and non-finance staff regarding financial related issues

Risk Management

  • Support the FM, CQSM, and LMT in applying risk management lens to evaluation of growth strategies and opportunities in WB to ensure manageable balance of risk and growth
  • Contribute to the development of a risk management policy to maximize financial resource effectiveness
  • Participate in the preparation of monthly Risk Management Register in consultation with LMT and CQSM in accordance with the SCI Quality Framework Essential Standards
  • Undertake the financial risk assessments of all new partners and monitoring of on-going risk in coordination with FM and GLMT.
  • Relevant to WB and contributes to the CO: Support FM and LMT in keeping analysis of the internal and external risks and threats and appropriate mitigation measures up to date

In order to be successful you will bring/have:

QUALIFICATIONS

  • Bachelor degree in Accounting, Finance or relevant field.
  • Qualified finance professional is a plus (such as CIMA, ACCA, CPA).

EXPERIENCE AND SKILLS

  • Experience of 4+ years mid-level management experience in an International NGO environment in similar role.
  • Ability to plan and organise a substantial workload that includes complex, diverse tasks and responsibilities in both development and complex emergency contexts
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Proven record implementing change and improvement initiatives
  • Fluent in Arabic & English (reading and writing)
  • Demonstrated credibility with colleagues and stakeholders at all levels of an organization
  • Excellent oral and written communication skills in English
  • Strong interpersonal skills with the ability to demonstrate skills in leading a multi- disciplined team through a period of change
  • Leadership skills, including the ability to supervise and motivate qualified professional staff with strong personal value systems
  • Analytical, decision making and strategic planning skills and the ability to handle multiple priorities
  • Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff and proven success in building capacity of staff
  • Team building skills
  • Competent level skills in core IT applications, particularly MS Office
  • Experience working in developing countries
  • High level of commitment to the values and principles and to the organizational and programmatic goals of Save the Children
  • Ability to travel to all programme sites in oPt (WB)
