The IRC began planning to reopen an oPt country program in mid-2022 and launched an emergency response in Gaza in October 2023. The organization is currently supporting a network of local partners in both Gaza and the West Bank to sustain critical health, protection, food security, cash, education, and early childhood development interventions. The IRC is also deploying emergency medical teams to provide surge clinical capacity in hospitals and other health facilities. 
The IRC is working to scale its emergency response while building a longer-term oPt country program in parallel. This effort is being jointly managed by the Emergencies and Humanitarian Action Unit (EHAU) and the Middle East and North Africa (MENA) region, with a view to eventually transition the country program fully under the MENA region.   
Position overview
The Finance Manager-Accounting is a key position which provides support to IRC programs in Palestine.  The position will provide financial oversight for IRC’s accounting. The position will be responsible for capacity building the finance and non-team to build their financial management and administrative capacity. Based in the Westbank Office, supervises the day-to-day finance operations. S/he works with the Accounting and Partnership Team in the maintenance and oversight of the accounting, treasury, and financial re-porting requirements to ensure that all finance operations are performed in accordance with IRC policy and procedures.
This position reports technically to the Deputy Director Finance. 
Specific Responsibilities
Internal Financial Management
•Perform financial review of Purchase Voucher (PVs) and bid analysis ensuring correctness of coding, availability of funds and IRC procedures for all transactions related to accounting payables.
•Perform expense review of payments, travel, and advances to ensure adequacy of supporting documentation and compliance with IRC policies and procedures for all transactions related to partners and non-partners management.
•Prepare and upload in Integra all financial report journals and payments journal entries and completeness and accuracy prior posting.
•Maintain all staff and suppliers advance tracker and expenses liquidations and work closely with the Deputy Director, Finance and other field officers to reconcile all advances.
•Ensure Management financial report from excel analyzer is shared to DDF for SMT. 
•Seeking from the Deputy Director, Finance guidance on accounting and internal control issues 
Other Accounting tasks
•Supervise and ensure that day-to-day accounting operations and treasury activities in the country program are carried out in accordance with IRC’s policies and procedures.
•Ensure that all in-country practices comply with IRC and donor policies and procedures.
•Review financial transactions to verify the availability of adequate supporting documentation.
•Ensure the accurate recording of financial transactions in their respective cost allocation centers.
•Maintain IRC’s accounting system, ensuring that all accounting data are updated, reconciled, and properly supported.
•Oversee the training of finance staff and provide technical support to them.
•Reconcile balance sheet accounts and ensure that all outstanding balances are cleared within the same month.
•Calculate and clear the pool cost allocation every month.
•Act as the focal point for end-of-month closure procedures and ensure the timely sharing of the Analytical package file with HQ within the specified deadline.
•Follow up on PRTS with relevant staff from Supply Chain and other departments to ensure the proper closing of grants, verifying that all expenses have been captured and reported accurately.
•Review the national staff payroll that is prepared by HR, for calculation accuracy and completeness.
•Preparation of the monthly payroll journal voucher to be entered in the accounting software.
•Generate accounting and financial reports from Intergra System needed for the monthly closing.
Other
•Any other relevant duties as assigned by the Deputy Director, Finance.
Job Requirements: 
• Master’s degree in accounting, Finance and Economics or equivalent 
• Significant experience and at least five (5) years in a similar position  
• Have good experience of working in development or humanitarian intervention, including at least five years’ experience of living, and working in the field concerned in developing countries and countries in transition.
• Knowledge of donor procedures such as ECHO, SIDA, EU, USAID, CDCS etc…. 
• Knowledge of ERP based systems (Microsoft Dynamics 365)
• Ability to carry out responsibilities independently with minimum technical support. 
• Ability to work and manage a team and be committed to staff training and development.
• Ability to operate effectively in a complex environment.  
• Ability to identify appropriate priorities and respond effectively to multiple simultaneous needs. 
• Good knowledge of English and Arabic (good writing and oral communication skills) 
• Very good organizational skills 
• Pro-active and autonomous  
• Proven interpersonal skills enabling him/her to interact with people from different cultural backgrounds. 
• Courtesy and good written and oral communication 
• Act with integrity while conducting business in the name of IRC and in strict adherence with the IRC Way. 
• Proficiency with computer tools

Languages:
Professional fluency in spoken
and written English and Arabic is required.
