Financial Analyst II in Jackson, Mississippi

Overview

The Financial Analyst II will be responsible for budgetary support, analyzing financial data, and ensuring compliance with regulations to support the effective operation and maintenance of facilities and property assets. This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities

  • Enhance lease tracking tables to support tracking of approval of leases, model estimates of outyear costs of 105(l) leases, and support timely and accurate payments of leases by the Office of Tribal Leases facilitating communication with Office of Tribal Leases with OFPSM Budget Office and other Indian Affairs offices as necessary.

  • Responsible for the accurate and timely output of financial data from the Financial Management System and providing administrative assistance to the leasing officer. Analyze daily reports, researching discrepancies while maintaining responsibility for resolving them with the appropriate agency or recommend corrective measures. Facilitate timely and accurate reconciliation on prior year transactions and analyze account activity between multiple systems during end of fiscal year review in order to identify discrepancies.

  • Assists the Certifying Officer with review and advising on certifying payments. Review documents on accounts to ensure that authorizations are in accordance with regulations and charged to the applicable line of accounting and funds are available to cover obligations.

  • Conduct spend plan analysis and prepare various reports to monitor the status of funds. Prepare monthly spreadsheets to reconcile financial reports.

  • Provide assistance in the preparation of the annual budget submission.

  • Responsible for monitoring/reviewing the processing of all obligations for accuracy and timeliness.

  • Analyzes obligation documents to determine validity of payment vouchers and proper classification of the obligations. Reviews and analyzes the effect of new or revised regulatory changes; reviews financial management policies, practices, techniques, and procedures that guide primary office financial work, identifies those guidelines that are in need of revision, develops recommendations for changes; and analyzes the impact of changes; and assists/trains other staff within the program on new changes.

Qualifications

Minimum Qualifications:

  • Five (5) years of experience.

  • Minimum Education: Bachelor’s Degree or equivalent experience.

  • Must be able to obtain and maintain a Public Trust Clearance.

  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:

  • Proficiency in oral and written communication

  • Must possess problem-solving skills.

  • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.

  • Highly motivated with the ability to handle and manage multiple tasks at any one time.

  • Ability to forge new relationships, individual and teaming in nature.

  • Must be a Self-starter, that can work independently and as part of a team.

Desired Qualifications:

  • Experience analyzing finances for OFPSM or BIA; tribal enrollment; experience analyzing finances in Indian Country; understanding of leases, especially tribal leases; realty experience.

Pay Range

USD $80,000.00 – USD $97,000.00 /Yr.
