The City of Toronto’s Fleet Services Division (FSD) is recognized in North America as a centre of excellence in municipal fleet management, providing a full range of fleet management services for City Divisions and Agencies.

Our Fleet Safety Unit services span vehicle and equipment operator training, certification and fleet safety management.

Reporting to the Manager of Fleet Safety and Compliance, you will work with a dynamic team throughout the City promoting safe operation of all vehicles and equipment in order to reduce collisions and improve driver confidence. Duties include delivering driver education courses, conducting field inspections to monitor safe and compliant operation, as well as executing collision investigations and accident reconstruction.

The City’s behaviour based training programs are key to preventing incidents and collisions, thereby keeping City streets safe. In this role you will primarily conduct DZ driver’s licence upgrades. Your role in this position will facilitate collision management, track trends and promote a culture of safety throughout the City.

You will collaborate with managers and supervisors to ensure staff complete required training related to the certified training curriculum. You will also advise City divisions, agencies, commissions, boards, emergency medical services and the public on the Highway Traffic Act, Occupational Health and Safety Act, everyday work practices, union issues, City of Toronto policies, and departmental policies.

Major Responsibilities:

  • Develops and implements detailed plans and recommends policies regarding program specific requirements.

  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.

  • Implements classroom behaviour modified based education, practical training programs and courses. Conducts behaviour modification based training to reduce collisions and maximize road safety exposure.

  • Continuously updates staff training plans, including development of skills and profiles for safe operation of vehicles/equipment. Identifies staff skill gaps, develops and evaluates related training plans.

  • Ensures training and testing standards for practical and written examinations and certifications for vehicles and equipment meet regulatory standards.

  • Conducts and evaluates vision, written and practical testing to assess the driving abilities of current drivers and new applicants to determine their qualifications for a City of Toronto Operator’s Permit, in accordance with Federal and Provincial Ministry standards and regulations, and municipal bylaws and standards.

  • Acts as a signatory under the Ministry of Transportation recognized authority program to the Driver Certification Program Mandatory Entry Level Training (MELT) Standards.

  • Advises all City Divisions, Agencies, Commissions, Boards and EMS and the public on the Highway Traffic Act, Occupational Health and Safety Act, everyday work practices and union issues, City of Toronto policies and departmental policies.

  • Collaborates with Managers and Supervisors to ensure staff complete required training related to the certified training curriculum.

  • Ensures development, maintenance and use of documentation relative to safety procedures for safe vehicle and equipment operations.

  • Conducts driver education courses to qualify drivers for: Province of Ontario classified licence upgrades; Operation of specialized equipment/vehicles; Remedial training when required; testing for Ontario driver’s licence renewal.

  • Conducts collision investigations in the field and submits reports and recommendations.

  • Conducts field inspections and monitors the safe and compliant operation of the City of Toronto’s vehicles and drivers for compliance with federal, provincial and municipal laws, regulations, corporate policies and programs such as CVOR requirements. Maintains operational/safety manuals to ensure they reflect current technology and procedures.

Key Qualifications:

1.Experience in and broad knowledge of the processes, procedures, and equipment used in the operation and/or maintenance of fleet operations including fleet safety experience.

  1. Experience with evaluative testing and behaviour-based training of vehicle and equipment operators. 3. Experience teaching, and developing courses for, adults in a classroom setting.

  2. Must possess and be able to maintain a valid Province of Ontario, Class “DZ” Driver’s Licence and be able to obtain a City of Toronto Operator’s Permit.

  3. Qualification as a “Train the Trainer” pertaining to Commercial Motor Vehicle Operations / Heavy Equipment would be beneficial.

6.Must possess valid Ministry of Transportation “signing authority” and “air brake instructor” certificates or have the ability to obtain them.

  1. Thorough knowledge of Periodic Mandatory Commercial Vehicle Inspections (PMCVI), the Highway Traffic Act and Regulations and Commercial Vehicle Operations Registration (CVOR) programs and operations.

  2. A working knowledge of government legislation related to fleet operations including the Occupational Health & Safety Act, and the Ministry of Transportation and related regulations.

  3. Strong knowledge of collision reduction strategies.

  4. Ability to deliver training in a classroom setting and in the field.

  5. Experience using office systems including Microsoft Office Suite (Word, Excel, PowerPoint and Outlook).

  6. Experience using a fleet driver training system would be considered an asset.

  7. Ability to work as an effective member of a team and to effectively communicate both orally and in writing.

  8. Ability to independently plan, organize and perform work assignments.

  9. Must be able to work shifts/weekends, call back and overtime as required.

  10. Must be flexible to work at various Fleet locations, as required.
