BEHAVIORAL HEALTH DEPARTMENT
As part of Alameda County Health, the Behavioral Health Department supports people with Medi-Cal and without insurance living with serious mental illness and substance use conditions along their path toward wellness, recovery, and resiliency. We provide services through a network of contracted mental health and substance use providers and administer the State’s resources and training for behavioral health providers, case managers, and other healthcare professionals. We advocate for our patients and families and create space for personal engagement in their care.
We are outpatient specialists for mental health services for older adults and youth, substance use providers and treatment program specialists, advocates for quality improvement and patients’ rights, and psychiatric and integrated health care providers.

THE POSITION
Under general direction, plans, develops, manages, and oversees the administration of behavioral health care clinic/program operations and services in a jail setting; develops operational and administrative policies, procedures, standards, and objectives; and performs related duties as assigned.
The classification Forensic Behavioral Health Clinical Manager is located in Health Care Services Agency, within the Adult Forensic Behavioral Health Program, which provides mental health services to incarcerated individuals in the County jail. Forensic Behavioral Health Clinical Managers direct and manage behavioral health care clinics/programs through subordinate professional-level and/or supervisory staff; serve in a consultative role to senior management, community-based organizations, and criminal justice partners; participate in strategic planning and task force activities; and develop and monitor clinic/program budgets and work plans.
The Forensic Behavioral Health Clinical Manager is distinguished from the lower-level class of Forensic Behavioral Health Clinical Supervisor in that the latter does not have overall responsibility for program planning, development and evaluation, program reporting and statistics, and program outcome monitoring. The Forensic Behavioral Health Clinical Manager manages and oversees clinics/programs in the jail, which include eight (8) or more paraprofessional and professional level staff.

Experience:
The equivalent of one (1) year of experience in the class of Forensic Behavioral Health Clinical Supervisor or Behavioral Health Clinical Supervisor in the Alameda County classified service.
OR II
The equivalent of three (3) years of experience as a behavioral health/mental health professional providing clinical and/or case management services, of which One (1) year must have been in a supervisory capacity.
AND
Education:
Possession of a master’s degree from an accredited school in social work, marriage and family therapy, psychology, counseling, nursing or related field.
License/Certification:
Possession of a valid clinical license from one (1) of the applicable licensing authority: California Board of Behavioral Sciences, California Board of Psychology, or California Board of Nursing, is preferred.
Some positions in this class require a valid California Motor Vehicle Operator’s license. Applicants must possess such license prior to appointment to such positions.
Special Requirements:
In compliance with the Administrative Simplification provision of the Health Insurance Portability and Accountability Act of 1996 (HIPPA), employees in this classification are required to possess a National Provider Identifier (NPI) number prior to their first day of employment.
In compliance with Medicare regulations, eligible licensed clinicians in this classification are required to complete the “Medicare Enrollment Process for Physicians and Non-Physician Practitioners” through the Centers for Medicare and Medicaid Services (CMS) of the U.S. Department of Health and Human Services, prior to their first day of employment. Approval for Medicare processing must be received from the CMS within 180 days of the date of hire.
Active enrollment in Medicare is a condition of employment. Failure to attain or maintain active enrollment will result in termination.

The examination will consist of the following steps:
1) A review of applicants’ applications to verify possession of minimum requirements.
2) Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process, which is a review of candidates’ Supplemental Questionnaires to select the best-qualified applicants to continue in the process.
3) Those candidates selected as best qualified will move on to the next step in the examination process, a virtually administered pre-recorded oral interview examination which will be weighted as 100% of the candidate’s final examination score. The oral interview examination may contain situational exercises.
