DescriptionThe Executive Director supports the internal management team and provides strong leadership while coordinating all program matters at Windsor Centre of HopeKEY RESPONSIBILITIES:The incumbent is responsible for the direct and indirect supervision of supervisory staff and non-supervisory staff reporting to a supervisory subordinate. They provide direction concerning current tasks or consults in assignments. The incumbent has significant input into human resource decisions; decides on hiring, termination or disciplinary decisions in collaboration with the Human Relations departmentSERVICE RESPONSIBILITIES:
- Plan, develop and execute long term strategic initiatives and report to various Boards (Divisional Executive Board, Divisional Finance Board)
- Ensure that the core mission, vision, values and service philosophy are articulated within the culture of the facility
- Hire, orientate, train, evaluate, recognize, discipline and terminate in concert with Territorial standards; submit and act on incident reports; deal with complaints; participate in union negotiations as the senior local line manager
- Ensure a spiritual dynamic to all programming; may provide chaplaincy services for clients
- Maintain a Community Council, serving as Secretary which includes recruiting, scheduling, agenda development, minutes, and is responsible for action plans and ensuring follow-up
- Initiate, maintain and promote positive working relationships/partnerships and communications with funders and community stakeholders; contracts, proposals and program operation: identifies and pursues opportunities to enhance program delivery by seeking new government funding sources in consultation with Divisional Headquarters
- Establish, maintain and adhere to the ministry unit budget in compliance with operating and administrative guidelines; authorize and monitor all financial transactions
- Oversee and directly manage effective employee relations practices in consultation with the Divisional Director of Human Relations
- Ensure compliance with Salvation Army standards, legalities and established best practices. Provides input to Divisional Headquarters in the development of best practices, policies and processes for Windsor Centre of Hope
- Participate with Divisional Headquarter (DHQ) and / (THQ) Territorial Headquarter consultants in the strategic planning for the ministry unit securing necessary approvals from the Divisional Finance Board/Executive
- Oversee all property transactions, development, and inventory for the ministry unit; ensure that the property is inspected and maintained, in compliance with licensing standards – this includes buildings, grounds, equipment, furnishings, and assessing capital needs
- Within the ministry unit, analyze statistical and financial reports for the purpose of strategic planning, funding negotiations and report to the Divisional Finance Board
- Provide direction, advice and guidance to the management team on business and program matters to ensure program excellence through program and outcome evaluation, external consultation, continuous quality improvement and standards of ethical practice
- Negotiate contract renewals with funding bodies; identify and pursue opportunities to enhance program delivery by seeking new government funding sources with Divisional approval
- Grow, develop and coach the Windsor Centre of Hope team
- Ensure that program policies and procedures are up to date and meet all compliance requirements; review policies, procedures and management files on a timely basis (minimum yearly)
- Liaise with Divisional Headquarters, THQ consultants and external agencies/associations on behalf of the facility and its staff.
- Prepare annual budgets or revenue projections for the department
- Perform other position related duties as required
ORGANIZATIONAL RESPONSIBILITIES:

- Responsible to maintain a level of competency and understand Sections 25 and 26 of the OHSA
- Ensure that the measures and procedures prescribed (OHSA) are carried out in the workplace and that every reasonable precaution is taken for the protection of the worker and workplace
- Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures
- Ensure that the equipment, materials and protective devises as prescribed (OHSA) are provided and maintained in good condition
- Ensure that proper procedures are followed in the event of a workplace injury or illness and that incident investigations are conducted as applicable
- Represent the Windsor Centre of Hope on various committees
- Adhere to standards that are consistent with the values and philosophy of The Salvation Army and the Windsor Centre of Hope
- Must comply with all Salvation Army policies and procedures and associated legislation
- Hold regular staff meetings with staff
- Comply with all Salvation Army operating guidelines, Minutes, Directives, etc. and to consult with the Area Commander – Northern Region when clarification is required, or compliance questions may arise
- Treat the property of The Salvation Army with due care and caution
- Ensure the establishment and maintenance of the agency procedures to achieve compliance in all aspects with regards to Salvation Army policies, procedures and all applicable federal and provincial legislation
WORKING CONDITIONS:
- This is a permanent full time position working 40 hours per week
- Schedule may vary according to requirements of responsibilities – some weekend and evening work may be required
- This position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods and overtime compensation. Salary is based on average minimum weekly hours of 40 per week and hours worked are compensated through the annual salary amount
- Occasional travel may be required
- Required to carry a cell phone
- On-Call requirements
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
- Will have an Undergraduate University degree (e.g. MSW, B.A., B.Sc.)
- Minimum of five (5) years of prior related experience working with marginalized clientele in a social services setting, including experience in Human Resources, social services management, budgetary and property responsibilities, financial management, business management, union work environment.
- Valid Ontario Class G driver’s license, own vehicle and insurance, provide a driver’s abstract that is satisfactory to The Salvation Army, in its sole discretion, is required
EXPERIENCE AND KNOWLEDGE:
- Extensive related senior management experience in social services, including centre operations, and a proven ability to direct programs in a complex environment
- Strong management and supervisory skills and experience
- Knowledge of Human Resource Management and Financial Management
- Knowledge of leadership and management principles as they relate to non-profit organizations
- Knowledge of all federal and provincial legislation including employment standards, human rights, occupational health and safety, etc.
- Knowledge of current community challenges and opportunities relating to the mission of the organization
