Oxfam is a global movement of people working together to end the injustice of poverty.
In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) was established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries. The PMU is led by the Organizational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding. Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries.
The Role:
DIVISION PURPOSE:
Centralized strategic, programmatic, and operational support to Oxfam’s Ukraine Response vis-à-vis the Programme Management Unit (PMU)
TEAM PURPOSE:
To provide funding support across Oxfam’s Ukraine Response operations.
JOB PURPOSE:
To manage and lead programme design, proposal development, and grant management processes for four countries under Oxfam’s Ukraine Response. To support and capacitate country teams to manage un/restricted funds. To develop and maintain strong relationships with affiliates to maximize income.

Job Specific:
- At least 5 years of professional experience with (inter)national NGOs or relevant organizations
- Strong ability and proven track record on donor contract management
- Excellent writing, reporting, documentation, facilitation, and communications skill
- Knowledge of project cycle management, log frame analysis, and programme development tools
- Demonstrable budget management and analytical skills
- Strong MS Office and software-based project management skills
- Experience working with programmes and projects delivered through third parties

- Willingness to take initiative and make decisions based on sound analyses
