Mission and objectives
UNDP believes that the people of Indonesia should have ownership over the programmes and projects we support. All UNDP programmes therefore actively promote the spirit of mutual respect, support and accountability and subscribe to the principle of national ownership as enshrined in the Jakarta Commitment – a declaration put forward by the government and its development partners in 2009 to strengthen aid effectiveness in Indonesia. In the true spirit of national ownership, all of UNDP’s assistance in Indonesia is implemented by national entities, including line ministries and the Ministry of National Planning and Development, and at the subnational level by line departments, provincial and district authorities as well as community groups.
While each programme supported by UNDP has specific and varied objectives, capacity development is one aim that all UNDP programmes – in Indonesia and worldwide – have in common. This takes on many forms including institutional reform, leadership development, education, and training for members of the public such as journalists, and women’s communities. In line with this logic, UNDP advisers work side by side with Indonesian counterparts to strengthen capacities in technical matters, policy formulation and budget planning, amongst others.
Context
UNDP Indonesia upholds its commitment for gender equality and inclusion, including rolling out the Gender Equality and Social Inclusion (GESI) Strategy. The office is mandatory to align UNDP’s value on GESI. Moving forward from the Gender Equality Strategy conducted in 2017-2020, the Office sets new Gender Equality & Social Inclusion Strategy 2021-2025, to strive forward working towards gender equality and Leaving No One Left Behind (LNOB) across programme, non-programming, and its enabling environment.
UNDP Indonesia is the 1st country office in Regional Burau Asia Pacific (RBAP), awarded Gender Gold Seal Certification, a corporate certification which recognizes good performance of UNDP Country Offices (CO) in delivering gender equality results. Since receiving the award in October 2020, it has been marked the advancing journey of our office to maintain high quality gender equality and social inclusion across UNDP works in Indonesia. The Gender Gold Certification will be reviewed every two years and thus there is a requirement to maintain CO’s performance across 8 mandatory gender seal benchmarks; Management, Capacities, Enabling Environment, Communication and Knowledge Production, Program, Partnership, Results, and in Crisis Context (whenever is relevant). Against this backdrop, UNDP Indonesia looking for a candidate to support the overall gender mainstreaming in UNDP Indonesia, both for programming and non-programming area, supporting Gender and Social Inclusion advocacy and campaign, and effective assistance of capacity building.
Gender equality and social inclusion is one of the biggest and most persistent challenges in Indonesia. In practice, this means the fruits of development are spread unevenly across ethnic, gender and geographic categories. Vulnerabilities and inequalities are exacerbated by geographic and environmental factors, adding the existing socio-economic and physical conditions of certain groups like women, children, people with disabilities, and group of minorities that hampers them from participating in benefitted from the development process.
In close collaboration with programme staff, the incumbent will perform collection, analysis and review of information, data and statistics, and project/meeting services to support programme products, projects, publications, and services. She/he will also provide technical support to the implementation of desired sustainable development outcomes and programmatic areas.
Task description
Under the direct supervision of the Head of Management and Performance Oversight (MPO) Unit, the UN Volunteer will undertake the following tasks:
• Programme Development and Management & Inter-Agency Coordination Support:
– Supports the implementation of on-going programmatic (including on-going pro-jects) initiatives with a specific focus on the GESI.
– Supports partnership development with other UN agencies, experts, government institutions and Civil Society Organizations.
– Supports MPO Unit on the monitoring and evaluation activities e.g., reviewing Pro-ject Documents, Project Assurance Reports, collect and filing documents in the in-formation system, and others aligned with Programme and Operations Policies and Procedures.
• Policy Analysis and Research and Knowledge Building Management:
– Engage with stakeholders and projects and conduct where required research, to capture existing good practice on GESI integration.
– Supports on the advocacy and facilitation of knowledge building management.
