The selected consultant is expected to be employed for a period of 11 months/ 232 working days, with a possibility of renewal.Duties and ResponsibilitiesTHE ORGANIZATIONAL SETTING The Capacity Development and Implementation Bureau (CDI) provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation aimed at the safety, security, environmental protection, and sustainable development of national and international civil aviation. The Programme is conducted under the broad policy guidance of the ICAO Assembly and of the Council. Subject to general guidance by the Secretary General, the Capacity Development and Implementation Programme is executed by the Capacity Development and Implementation Bureau (CDI). CDI also establishes and enhances strategic partnerships to advance the Sustainable Development Goals (SDGs), gender equality and the inclusion of young professionals into the workforce with a diverse range of stakeholders and actors to leverage the diverse capabilities, resources and knowledge of ICAO’s partners, while ensuring alignment to the Organization’s highest values. CDI drives and coordinates ICAO’s work on Assembly Resolution A41-26 ICAO Gender Equality Programme: promoting the participation of women in the global aviation sector. The ICAO Gender Equality Programme is operationalized by an Implementation Plan 2.0, which strives to enable the Secretariat to deliver on its accountabilities mandated by the UN system more efficiently, resulting in an effective mainstreaming and implementation of gender equality objectives at ICAO. The Organization is now recruiting a consultant to facilitate the implementation of the ICAO Gender Equality Programme, and report on the UN System Wide Action Plan on Gender Equality, support engagement with Council and its Small Group on Gender and support as needed the efforts of the ICAO Global Ambassadors for Gender Equality, Diversity and Inclusion officer to the implement the programme, promotion and outreach on gender equality. The consultant works with the Global Ambassador on Gender Equality, Diversity and Inclusion Officer on specific functions outlined below and reports to the Advisor on SDG Policies and Partnerships in CDI. Function 1 (incl. Expected results) Support the implementation of the Assembly Resolution A41-26, including coordination of the implementation of the ICAO Gender Equality Programme, and its Implementation Plan 2.0, as well as manage and execute the Gender Equality project as part of the Transformational Objective (TO), achieving results such as: • Facilitates coordination of the implementation, and follow-up and reporting of the ICAO Gender Equality Programme (and its Implementation Plan 2.0), in consultation with HR, CDI and other Bureaus/Offices at HQ and Regional Offices. • Provides advice as a subject matter expert to ICAO on gender quality related matters as may be appropriate. • Coordinates implementation in close collaboration with appropriate Bureaus and stakeholders of the approved activities in the Global Aviation Gender Summit 2023 Call to Action as they relate to ICAO. • Leads on the development of progress reports for presentation to the Council, and the Assembly. • Develops speaking Notes and briefing papers on gender for senior management. • Supports the coordination of the review of ICAO policy documents and other regulatory and programme documents, and, where required, makes recommendations on enhancements to incorporate gender perspectives. • Maintains Gender Equality Programme intranet site and manages the Bureau/Office Gender Focal Points network. • Supports the Organization in proposing and coordinating training activities and interventions related to gender mainstreaming. • Provides regular support to the work of the Small Group on Gender and/or other Council bodies. • Leads on conducting a capacity assessment survey in the Secretariat and the development of a capacity development plan on Gender. • Supports the development of a Gender Implementation Plan for the ICAO Business Plan 2026-28. • Carries out all tasks related to Project Manager and Functional Lead of the TO Gender project in accordance with the TO governance. • Supports, as required, the establishment of the ICAO Global Ambassadors for Gender Equality Programme (GAP) lead by the appointed GAP officer. Function 2 (incl. Expected results) Facilitates the liaison between ICAO and the United Nations System in relation to monitoring, tracking and reporting on ICAO’s progress in implementation of the UN accountability frameworks: including but not limited to the United Nations System-wide Action Plan on Gender Equality and Women Empowerment (UN-SWAP), and the United Nations Secretary General’s Strategy on Gender Parity, achieving results such as: • Facilitates liaison between ICAO and the UN system, particularly UN Women, to ensure ICAO’s overall progress and contribution towards system-wide enhancement of gender equality and women empowerment. • Manages the implementation, monitoring and reporting on the UN System-Wide Action Plan (UNSWAP) on gender equality and gender mainstreaming, submits timely progress reports and provides input to queries from UN. • Coordinates the implementation, monitoring and reporting on the United Nations Secretary General’s Strategy on Gender Parity and submits timely progress reports to UN Women. • Assists the Organization in identifying and implementing actions in relation to the UN System-wide Equality Acceleration Plan. • When requested, represents ICAO in relevant meetings and ensures ICAO and aviation perspective is properly communicated in relevant fora. Function 3 (incl. Expected results) Support the conduct and coordination of strategic outreach and network activities related to gender including the development and preparation of events, material, documentation, reports, and presentations related to outreach and advocacy on gender equality, diversity and inclusivity in aviation, achieving results such as: • Facilitates the management of a global network of gender focal points, supporting information sharing among the members of this global network. • Contributes to the development and roll out of future Global Aviation Gender Summits. • Supports the conceptualization and organization of various workshops, webinars, and other advocacy events at the global and regional levels, including identifying speakers, prepares the programme, scenarios and notes, and organizing sessions and side-events. • Collaborates in the development and roll out of events in commemoration of the International Women’s Day. • Supports the research of the latest data on gender and collaborates with appropriate Bureaus and stakeholders and ensures data informs various events’ agendas setting and messaging. • Conducts research as required and provides material to be published on the ICAO gender website. • Effectively replies to public enquiries on gender equality in aviation. Function 4 (incl. Expected results) Performs any other related duties, as assigned.Qualifications/special skillsEducation A first level university degree (Bachelor’s Degree or academic equivalent), preferably in business or public administration, gender studies, project management, law, economics, development studies, international relations, marketing or a related field, is required. Professional experience • At least seven years of experience working for a government authority, international organization and/or private sector dealing with policy development, outreach, advocacy, promotion campaigns to advance partnerships in support of sustainable development, gender equality and diversity, is required. • Experience with gender mainstreaming, is required. • Solid experience in project management in a multinational context, requiring complex coordination with diverse stakeholders (governments, the UN system, financial institutions, private sector, etc.), is required. • Experience in organization of events and outreach in support of development, is required. • Experience with the UN accountability frameworks on gender, particularly the UN-SWAP, is desirable. • Experience in civil aviation, is desirable. • Skills with research and analysis, is desirable. • Familiarity with the United Nations system, is desirable. Certification/accreditation in project management, is desirable.LanguagesEssential • Fluent reading, writing and speaking abilities in English.
