GENERAL ENGINEER in Washington Navy Yard, District Of Columbia

Summary You will serve as a GENERAL ENGINEER / DEPUTY SHIP DESIGN MANAGER in the UNDERSEA SYSTEMS DIVISION (SEA 05U5) of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Responsibilities You will be responsible for overseeing development, review, and approval of submarine/submersible requirements, specifications, system designs, performance analyses, technical criteria, technical products, and waiver/deviations. You will lead and provide technical oversight of sustainment activities for these systems, sub-systems, and associated components. You will ensure appropriate systems engineering processes are properly aligned during system development, deployment, and life cycle sustainment. You will serve as a consultant and expert advisor for the organization in applying advanced concepts, principles and processes for life-cycle engineering and management. You will be responsible for all system engineering aspects of all assigned ship and deep submergence systems. You will develop and approve operational and technical documentation and procedures or coordinate with other engineers. You will provide technical expertise through continuing professional education and training, symposiums, and technical liaison with other organizations. You will establish and maintain internal and external channels of communication across government and industry. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-03 (GS-13) or grade level in the federal service or equivalent experience in the private or public sector as a professional engineer performing systems engineering activities to advise or provide recommendations to senior leadership for the effectiveness of a submarine or submersible system. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor’s degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional Information This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $185,824. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
