BACKGROUND:
In the Core Commitments for Children (CCCs) it is the explicit commitment that appropriate and experienced staff and personnel with relevant deployment training are provided and rapidly deployed, that focus on action in the first eight critical weeks of humanitarian response and provide guidance for action beyond that, moving towards defined benchmarks.
As part of UNICEF Indonesia’s emergency preparedness and response, the office would like to establish a pre-screened pool of Emergency Preparedness and Response Experts. The experts are expected to work in close collaboration with UNICEF Country Office and external partners in providing technical assistance to provide direct technical support, on request, to Indonesia’s National Humanitarian Lead Agencies (national task forces and clusters), in their role of building and ensuring regional disaster response capacity. Rostered consultants would provide embedded mentoring and technical assistance in two stages of the disaster management cycle:
1. In disaster response: Supporting rapid response to disasters, mentoring governments (at national and/or subnational levels based on the emergency) to undertake more effective assessments, planning and funding proposals, including, where appropriate, advising on appropriate direct cash transfer mechanisms.
2. In disaster preparedness: Building capacity in high-risk areas, to undertake better risk analyses, preparedness planning processes and simulation exercises in line with NDRF (National Disaster Response Framework) recommendations and agreed BNPB (Badan Nasional Penanggulangan Bencana) and relevant ministry guidelines.
Scope of Work:
Under the direction and guidance of the Chief of Health in Indonesia Country Office, and in close collaboration with the Disaster Preparedness and Response, the Emergency Health Specialist will be responsible for the provision of access to basic health care to children, being responsible for the overall planning and management of UNICEF’s health response to the emergency and crisis. This will include supporting section chiefs to scale up programmatic and operational efforts to ensure UNICEF is able to respond to the growing number of needs among children and their families in Indonesia in UNICEF’s key sectors, aligned to the CCCs.

Individuals engaged under a consultancy contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (if applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
