Purpose of the Job
 
Under the direct supervision of the Administrative Officer, the incumbent will manage transport services which include dispatch of office vehicles, fuel management and processing all invoices related to transport services and compliance with the organization’s administrative and financial policies, procedures, rules and regulations.
 
Key functions, accountabilities and related duties/tasks
 
• Supervises transport services by establishing a schedule and log system for use of vehicles, reviews mileage, driver overtime records and maintenance services. Review the system on a weekly basis to ensure proper usage and operating costs are reported accurately by the drivers.
 
• Receives requests for transport from all staff, partners, donors and consultants and assigns appropriate means of transport from the UNICEF vehicle pool or outsourced car hire based on the most cost-effectiveness within the set standards operations procedures.
 
• Supervises the timely and organized delivery of correspondence, documents, pouch services and administrative supplies.
 
• Brings to the attention of the Supervisor any abnormalities in the use of transport paid for by the organization and proposes corrective measures.
 
• Supervises a pool of UNICEF drivers and follow-up on the usage of office vehicles, ensures that drivers are fully conversant and adhere to UNICEF driving rules and procedures for their safety and that of their authorized passengers.
 
• Responsible for establishing training and development opportunities of supervisees and ensuring the drivers are always up to date with latest rules on safe driving, mechanic, emergency equipment etc.
 
• Reviews and establish safe driving bonus for eligible drives on a yearly basis.
 
• Prepare schedules for repair and maintenance of UNICEF vehicles and arrange meetings with contractors accordingly.
 
• Ensure that minor repairs are performed, and vehicles are maintained cleaned at all times.
 
• Maintain a schedule of routine maintenance and liaise with relevant to ensure that any defect is timely reported and repaired and that vehicles are serviced as per recommended schedule.
 
• Manages fuel and generate monthly fuel consumption per vehicle and brings to the attention of supervisor and Administrative Officer any abnormality on the consumption pattern of any vehicle.
 
• Ensures that all UNICEF vehicles comply with local reglementary requirements and have updated documentation (Insurance, technical clearance, vignette, …)
 
• Maintain staff transport and other transport correspondence files. Draft and type all correspondence relating to transportation.
 
• Assists in preparation of Annual Budget by providing necessary information on repair and maintenance of vehicles, fuel consumption as well as other transport expenditures.
 
• Maintain/Control records on transport expenditure and provide this information to the Head of Unit by way of periodic reports.
 
• Process for payment all invoices related to transport services
 
• Arrange airport pick up and drop UNICEF staff and visitors.
 
Impact of Results
 
This position at G-6 level will support the transport and administrative services and will comply with the organization’s administrative and financial policies, procedures, rules and regulations by ensuring timely processing of all transport request & in country trip, following up all vehicle maintenance schedule, prevent unnecessary delays, early flagging of delays will allow proactive action.
 
The efficiency and effectiveness of support provided by the Transport Associate ensures that a strong transport & administrative platform is provided to the respective sections, which in turn affects the timely and accurate completion of the services provided by the team. The Transport Associate represent the supervisor in initiating, following up on and resolving issues pertaining to transport requests.
 

To qualify as an advocate for every child you will have…

– Completion of secondary education is required, preferably supplemented by technical or university courses related to the field of work. Knowledge of United Nations Transport rules and practices.

– A minimum of 6 years of relevant administrative, clerical work in the area of Transport experience is required.
 
– Fluency in French and the local languages of the duty station. Good working knowledge of English.
