Counterpart International seeks a Geographical Informations Systems (GIS) Officer to support its five-year USAID-funded program Climate Adaptation Activity (CAA) in the Dominican Republic. The CAA program seeks to build locally led, long-term resilience to climate change by promoting sustainable livelihoods and water security, which should result in significant environmental gains in the Dajabon watershed, beyond the province and into Haiti. By engaging communities, leveraging private funding and public resources, enabling data informed decision-making, and building diverse partnerships grounded in inclusion and market-based approaches, the Climate Adaptation Activity will accelerate sustainable social, economic, and environmental outcomes.

The GIS Officer is responsible for collecting, managing, analyzing, and visualizing geographic data. You will work closely with project teams to provide spatial analysis and mapping solutions that contribute to informed decision-making and effective implementation of development programs. The GIS Officer position is based in the Dominican Republic. This position will report to the Tecnical Director.

Responsibilities

  • Gather geospatial data using GPS, satellite imagery, surveys, and other sources, and ensure the accuracy, quality, and completeness of collected data.
  • Organize and maintain GIS databases, including data cleaning, validation, and documentation.
  • Perform spatial analysis to identify trends, patterns, and relationships in the data.
  • Utilize GIS tools and techniques to create models for predictive analysis and scenario planning.
  • Generate thematic maps, heat maps, and spatial overlays to visualize data for decision-making.
  • Develop maps to illustrate spatial information effectively; incorporate multimedia elements such as photos, videos, and infographics into mapping projects, as needed.
  • Collaborate with program staff and specialists to integrate GIS into planning and implementation.
  • Support data collection efforts in the field by developing mobile GIS solutions and data collection protocols.
  • Assist in designing monitoring and evaluation frameworks with geospatial indicators for project impact assessment, in close collaboration with the Monitoring, Evaluation, and Learning team.
  • Document GIS processes, methodologies, and workflows for knowledge sharing and capacity building.
  • Draft regular updates on highlights, summaries, and other similar products of the program to communicate GIS findings and insights to share with diverse audiences, including USAID.

Qualifications

  • Bachelor’s or Master’s degree in Geography, GIS, Environmental Science, or a related field.
  • Minimum four years of applicable experience.
  • Experience using GIS software such as ArcGIS, QGIS, or similar tools.
  • Familiarity with remote sensing techniques and imagery analysis.
  • Strong analytical skills with the ability to interpret and visualize complex spatial data.
  • Experience in database management, data cleaning, and spatial data modeling.
  • Knowledge of programming languages (Python, R) for automation and scripting in GIS workflows is a plus.
  • Understanding of international development concepts, including sustainable development goals (SDGs) and geospatial applications in development projects.
  • Excellent communication skills with the ability to present technical information clearly to non-technical audiences.
  • Strong organizational skills and attention to detail to manage GIS projects effectively.
  • Strong interpersonal skills and work ethic.
  • Ability to work with multidisciplinary teams.
  • Excellent verbal and written communication skills in Spanish, English proficiency preferred.
