Overview
- The GIS Specialist will work within the Digital Health Unit (DHU) at the National Department of Health (NDoH) to support technical support through a USAID-funded RISE GVAX Programme. The position focuses on leveraging geospatial technologies to support of public health interventions.
Responsibilities
Geospatial Product Development:
- Create static and interactive web map products, including public-facing dashboards, to meet stakeholder requirements.
- Develop geographic UI/UX designs for geo-enabled data-entry features included amongst others in the Master Health Facility List (MHFL)
Data Management:
- Manage the extraction, transformation, and loading (ETL) of spatial and non-spatial data, including processing health and demographic data.
- Support the administration of the enterprise GIS server, manage users, GIS software licenses, and maintain organisational assets.
- Establish and/or manage a digital library for relevant spatial data and digital remote sensing images.
- Ensure data compliance with relevant spatial South African regulations and NDoH data governance structures.
Geospatial Analysis:
- Use spatial analysis approaches and tools, including spatial statistics and network analysis, for public health GIS analysis.
- Perform geocoding of health facilities using various tools and ensure the accuracy of facility locations in the MHFL.
- Design and support the produce mapping for analysis of spatial data to discover patterns and trends, using relevant mapping and data visualisations.
Capacity Building and Support:
- Train and build capacity within the organization and NDoH on GIS tools and applications.
- Support the development of training manuals for end users on GIS technologies.
Innovation and Research:
- Research and support the implementation of new GIS technologies and standards.
- Develop new methods/technologies for solving spatial data problems and incorporate them into Business Intelligence solutions for the NHI Fund.
Quality Assurance and Compliance:
- Conduct quality assurance of all data and information products.
- Draft terms of reference for GIS projects and ensure the implementation of GIS standards.
- Perform cost-benefit analysis of any newly required GIS projects and products.
Operational and Strategic Planning:
- Support planning, development, coordination, and execution of GIS projects and activities in the Digital Health space at the national health level.
- Identify and explore opportunities to improve efficiency and services through GIS tools and technologies.
Required Qualifications
- BSc in Geo Informatics, Geography, Environmental Science or a related field (NQF level 7)
- Postgrad Qualification in Geographical Information Sciences or related field
- A minimum of 3 to 5 years’ experience in a GIS role in public services, and preferably in the public health sector with experience in health information systems.
- Strong skills in GIS platforms, PowerBI and SQL required
- Certification in IT and server administration is an added advantage.
Preferred Qualifications
- Registration with the South African Geomatics Council (SAGC) in terms of the Geomatics Act, Act No 19 of 2013 (preferred)
- Advanced technical skills in geospatial analysis and modelling, geocoding, dashboard development, web maps, and data integrations
- Proficiency in Microsoft Office and statistical analysis packages (R, Python).
- Experience in geo-database design, repository management, and metadata and data quality management.
- Demonstrated ability to train and build the capacity of others on data collection/GIS tools
- Fundamental programming skills and the ability to create web-based GIS services.
- Strong communication skills (verbal and written), problem-solving orientation, and decisiveness.
- Good at planning, structuring, prioritising, and executing work, with effective personal and team time management.
- Negotiation skills and the ability to manage interpersonal relationships and workplace conflicts.
- Ability to work independently and as part of a team.
- Ability to travel (nationally 10% to 20%)
- Valid driver’s license.
