Context:

IOM has played a major role in humanitarian operations for many decades. IOM’s unique position as an intergovernmental organization allows it to work at scale in both natural disasters and conflict / complex contexts. In this capacity IOM works in both operations and coordination and plays a strong role working with partners in support of national authorities.

IOM has successfully created the Global Prepositioning Network in 22 Global Warehouses including UNHRD and VMIs and been implementing its Prepositioning strategy. This Network position is within the Supply Chain Division (SCD).

Under the overall supervision of the Director of Supply Chain Division, and direct supervision of the Global Supply Chain Officer, the Global Prepositioning Officer will be responsible for the implementation of the strategy and enhancing the effectiveness and efficiency or IOM’s programming as detailed below.

Core Functions / Responsibilities:

  1. Manage Global Prepositioning Stocks portfolio in coordination with Warehouse focal points and requesting field missions in close collaboration with Manila Supply Chain Unit (MSCU) and

DHRR.

  1. Oversee the Stocks and the associated inventory management, including stocks replenishments and releases, quality control, inbound and outbound movements, and customs clearance.
  2. Develop contingency and emergency preparedness plans, ensuring business continuity, and collaborate with relevant stakeholders such as suppliers, transportation providers, and internal and external stakeholders.
  3. Monitor closely the Global Prepositioning Stocks Working Capital and online inventory in ERP, and replenishment prepositioning stocks in coordination with the Global Prepositioning Programme Manager based on the movements analysis.
  4. Organize Global Prepositioning Stocks Working Group weekly and monthly meetings withMSCU and Warehouse focal points in order to improve the Stocks Operations and to implement the Global Prepositioning Strategy.
  5. Manage online Request Tracking System for all the movements.
  6. Coordinate and collaborate with key humanitarian agencies and entities such as: GlobalLogistics Cluster, UNHRD, LRT, ICRC/IFRC, UN Supply Chain Network, AidEx, DIHAD, etc, to leverage Global Prepositioning Stocks service opportunities on relevant logistics issues, tools, and initiatives.
  7. Represent IOM and actively participate in supply chain meetings at country, regional, and global levels and share global level resources to support country missions.
  8. Participate in Global Logistics Cluster organized coordination meetings for emergencies and update relevant staff in the country and regional offices.
  9. Develop specifications of core shelter materials and NFIs in collaboration with DHRR and substantively support the Quality Control processes and initiatives.
  10. Coordinate and oversee the implementation of warehouse management systems, automation technologies, and process optimization initiatives.
  11. Ensure the Emergency Relief Items Catalogue of the IOM’s Emergency Manual is up to date in close collaboration with DHRR.
  12. Deploy to the field in support to operations or for workshops.
  13. Emphasize the training and capacity building for relevant supply chain staff to enhance their skills and knowledge in emergency response.
  14. Promote a culture of continuous improvements within the Global Prepositioning Stocksdomain through lessons learned and feedback mechanisms.
  15. Perform such duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Logistics/Supply Chain Management, Engineering, Architecture, Business Administration, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Work experience in logistics related field; practical commercial/humanitarian experience in one of the logistics and ancillary sectors, construction, material control, transport, and distribution management.
  • Experience in NFI distribution projects is an advantage.

Skills

  • Demonstrated ability to multi-task, prioritize and work independently;
  • Computer literacy, especially database tools;
  • Strong organizational skills;
  • Ability to timely understand the Organization’s structure and portfolios;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
  • Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
