Global Surge Team Roster : Emergency Health Coordinator

The IRC’s Global Surge Team (GST) is a roster of esteemed and highly qualified humanitarian professionals who deploy on short notice to non-emergency and emergency contexts to support the IRC’s mission. Members of the GST provide specialist support where talent is most needed for short-term deployments of up to three months. The GST is a flexible employment opportunity for staff, requiring members to be available for deployments only 50% of the year (with opportunities for additional deployments if incumbent is interested).
Members of the GST who specialize in emergencies are deployed to support either existing country programs in their emergency response, or to initiate a new program in a crisis zone. The overall responsibility of the team is to design, develop, and manage the IRC’s on-site humanitarian response, allowing us to meet the immediate needs of the affected population rapidly and effectively.
Job Overview:
The Emergency Health Coordinator, Global Surge will provide leadership and direction in strengthening an effective, timely, high-quality emergency health response. The Emergency Health Coordinator will also coordinate different components of the response including primary health, reproductive health, and nutrition. They will likewise ensure national and international guidelines are adhered to as well as uphold quality standards and ensure results-based monitoring & evaluation.
Emergency Health Coordinators are expected to be deployed in the field, either in an emergency or roving capacity, and must be able to deploy to the site of an emergency within 72 hours of notification
Major Responsibilities:
•Ensure high-quality and timely integrated health assessments of the humanitarian needs and provide prioritized recommendations for program interventions, adaptations, strategy, and implementation to the country and technical leads;
•Design program responses and strategy, including geographic areas of intervention, in coordination with internal and external actors;
•Draft technical proposals and budgets for international donors, work in close collaboration with IRC grants and finance staff to finalize proposals and answer requests for additional information; strong budgeting skills required.
•Lead health program implementation, including staff recruitment and training, workplan development, guiding country program through guidelines and IRC tools, procurement and inventory planning, indicator and budget management;
•Prepare donor and management reports on grants and sector activities, including indicators
•Select and implement appropriate monitoring and evaluation systems and tools; ensure consistent reporting and analysis of results to improve program efficiency and quality;
•Ensure compliance with IRC policy and procedures throughout the program team and activities;
•Represent and coordinate with other agencies, clusters, local government, donors, and other partners to promote delivery of standard methodology humanitarian assistance;
•Support media and communications activities as requested;
•Create an inclusive environment where diversity, different work styles, personalities and approaches are valued, and prioritize capacity building of team;
•Model inclusive behaviors to team members (ensuring all members’ voices are heard); acknowledges own biases and learning on Diversity, Equity & Inclusion;
•Provide a comprehensive handover to successor for sustainable long term programming
•Work with technical units to incorporate their guidance on responses.
Job Requirements:
•Master’s or post-graduate degree in Public Health or equivalent;
•Minimum 3-5 years’ work experience in their field at a senior level required;
•Effective leading and building programs and/or operations in fast-paced, multifaceted environments. Leadership and team management skills are important;
•Solid track record leading in an emergency environment and/or start-up environment as part of a multinational team, as well as resource mobilization for health emergencies;
•Excellent oral and written communication skills, including demonstrated ability to communicate technical information in a clear manner;
•Fluency in English. Working knowledge of French  strongly preferred;
•Digital literacy: MS Word, Excel & email applications required; MS Access, Project & GIS preferred;
•Excellent writing and editing skills, and can effectively write and edit grant proposals and reports;
•Effective people- and program-management skills in acute emergency contexts: can train and lead staff productively under stressful circumstances;
•Flexible, focused, and reliable in an environment of changing demands.
