DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara’a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our Community Centers.

About the job:

As the Grants Management Specialist, you will assume responsibility over the efficient management and maintenance of grants-related information, documentation, reporting, and processes across DRC Syria and the Syria Community Consortium (SCC), under the supervision of the PDQM and SCC Chief-of-Party. Your grants management responsibilities include advising on donor regulations and compliance, reviewing and negotiating contractual terms, managing deadlines within and across grants, managing installments and cash flows, inputting and controlling of grants data in DRC’s Global Grants Management System (Dynamics), and preparedness for audits. You will also facilitate DRC grants management processes in terms of information management and administration tasks, including maintaining and circulating various trackers and grants management tools. You will play a leading role in coordinating and facilitating monthly grant opening, review, and close-out meetings. The role ensures the effective delivery and functioning of the grant-relevant elements of DRC Dynamics and requires significant liaison with counterparts in DRC Area Offices, Country Office, Regional Office (RO), and HQ.

As the Grants Management Specialist, you are also responsible for the coordination, compilation, and review of donor narrative reports. This includes meeting external reporting deadlines; triggering and coordinating programme and MEAL inputs; and compiling, reviewing, and finalizing narrative reports through to donor submission.

In addition to the main roles and responsibilities outlined above, you will also support proposal development processes and other grants-related tasks upon delegation by the PDQM, SCC Chief-of-Party, and Head of Programme.

Responsibilities:

Grants Management:

  • Facilitate the administration of grants management processes (reminders of deadlines; coordination of reports; submission of proposals and reports via online portals; coordination of comments/revisions)
  • Ensure that DRC Dynamics is continually updated (reporting, installments, start date, end date, total budget, and uploading of documents)
  • Promote quality information management by maintaining an up-to-date filing system on SharePoint, including careful version control of proposals, grant amendments, top-ups, donor reports, etc.
  • Implement the DRC Dynamics systems through the maintenance of an internal grants log, reporting schedule, grants review schedule, and proposal pipeline, to be circulated on a monthly basis
  • Track and follow up on all installment requests, in close coordination with HQ and Finance counterparts
  • Support the PDQM for compliance checks in Donor Grant Agreements (compliance with codes, donor visibility requirements, etc.).
  • Prepare internal guidance on donor compliance, to be presented in grant opening meetings
  • Coordinate inputs and preparations for monthly grant opening, review, and close-out meetings, including preparation of the Project Management Tool (PMT).

Reporting:

  • Take responsibility for donor reporting deadlines (setting internal deadlines, providing clear guidance to relevant colleagues, and following up on inputs)
  • Lead the coordination, compilation, and review of donor narrative reports, including submission via online portals
  • Other tasks delegated by the PDQM, as required

Partnership:

  • Lead on conducting due diligence for new partnerships
  • Participate in local partner capacity assessments and the development of capacity-building plans
  • Support local partners with capacity building related to grants management

Experience:

  • Excellent written English communication skills; experience writing and copy editing complex and lengthy reports
  • At least 3 years professional work experience in business development, reporting, or grants management in an NGO/INGO or similar
  • Experience with information management, grant management, and donor reporting
  • Experience with portfolio management and inter-departmental coordination
  • Cultural sensitivity and adaptability
  • Ability to manage a high workload and manage stress 
  • Proven ability to manage stakeholders with strong communication, coordination, influencing and interpersonal skills.
  • Commitment to humanitarian principles and DRC values.
  • Strong understanding of global protection sector standards, protection analysis, and Results-Based Protection
  • Experience in project development (including proposal writing) an advantage
  • Experience in DRC Core Sectors (Protection, Shelter, Economic Recovery) an advantage

Education:

  • Bachelor of Arts degree

Languages:

  • Arabic (fluent)
  • English (fluent)

Contract length: three months (Extension based on performance and funds)
