ALIMA IN
NIGERIA

ALIMA has been present in Nigeria since 2016. Its actions are part of a regional response strategy to health and nutrition emergencies, with a focus on paediatric, maternal-infant and epidemic interventions. ALIMA is present in North-East Nigeria in Borno State (MMC and Jere LGAs) and in Yobe State (Bade, Nguru and Karasuwa LGAs) where it provides outpatient and inpatient healthcare and nutrition services for IDPs and host communities. In North-West Nigeria, ALIMA is in Katsina State (Batagarawa, Kaita and Katsina LGAs) to respond to increased nutritional needs. ALIMA is present in the South-West, in Ondo State (Owo LGA) where teams are treating patients for Lassa fever and conducting research into improved treatment.

In Katsina state, ALIMA ensures since August 2021 the provision of outpatient and inpatient nutrition services and healthcare for children under 5. ALIMA currently delivers OPD consultations, and supports the ambulatory management and referral of Moderate and Severe Acute Malnutrition (MAM & SAM) cases under the OptiMA simplified protocol in 10 Primary Health Care Centers (PHCCs) in Kaita LGA. ALIMA also ensures inpatient healthcare and provides care for SAM cases with complications within its 110 beds stabilisation centre located in Kaita CHC. From the beginning of the project in August 2021 until September 2022, ALIMA treated 2 767 SAM cases with complications at the ITFC level and 30 686 SAM cases without complications at the OTP level. ALIMA also delivered 32 792 OPD consultations for children under 5, while 4 693 were hospitalised at the inpatient department of Kaita CHC.

ALIMA additionally supports these
health facilities through the supply of medicines and medical equipment, as
well as building the capacity of the Ministry of Health (MoH) staff for these
structures. ALIMA is committed to improving the quality of care and training
health workers in the management of severe acute malnutrition. ALIMA ensures
access to water and sanitation in health centres through water testing and
monitoring and the rehabilitation of latrines in its operating facilities, as
well as solid and medical waste management. Hygiene promotion activities within
communities are also conducted. ALIMA regularly undertakes epidemic emergency
responses in the state, such as its 3 months measles outbreak response from the
beginning of April 2022.

In Nigeria, ALIMA is running four health and nutrition projects in Borno State (Maiduguri/Jere), Yobe state (Karasuwa /Yusufari/ Nguru ), Katsina (Batagarawa, Katsina & Kaita), Research and Lassa fever response in Ondo State, OWO. ALIMA’s teams in Nigeria represent about 25 expatriates and more than 150 national staff.

PROTECTION OF
BENEFICIARIES AND MEMBERS OF THE COMMUNITY

Level 3 : As part of his or her duties,
the incumbent will be required to visit programs and be in contact with
children and/or vulnerable adults. Therefore, a criminal record check or
presentation of a certificate of good character will be required. In situations
where it is not possible to provide a criminal record or a certificate of good
morals and morals, a sworn statement will be requested.

MISSION 

Under the supervision of the Head of Mission, the Grants Manager is responsible for implementing the funding strategy in line with ALIMA’s country action plan.

More specifically, they are responsible for mobilizing funding that will allow the implementation of projects. They maintain regular relations with donors, and conduct an active search for funding. They are the guarantor of the drafting of project proposals and reports to donors. They support the monitoring of contractual donor indicators, in collaboration with the Project Coordinators and the Medical Coordinator.

TASKS AND RESPONSIBILITIES

  1.Definition
and Monitoring of the Country Development Strategy 

The Grants Manager carries out an analysis of donor strategy and the availability of funding for the country concerned, in order to maintain a high level of information and understanding of the issues. They identify funding needs for the mission in collaboration with the coordination team and propose a relevant funding strategy for the mission. They assess the issues and propose the adaptation of the strategy according to the operational action plan of the country. During the mission, the Grants Manager monitors the financing strategy and adapts it according to changing needs. In conjunction with the Head of Mission and the Regional Grants Coordinator at headquarters, they support the design and implementation of a strategy for acquiring grants and mobilizing resources

 
2.Maintenance of the relationship with donors 

In conjunction with the Head of Mission, they ensure representation with donors and negotiate funding for ALIMA projects. They maintain relations with the donors who finance the projects to ensure regular quality communication. They coordinate the visit of donors to projects when the security situation allows it, with the support of the Head of Mission.

 
3.Business Development & Grants Prospection

The Grants Manager, in support of the Head of Mission, conducts an active search for funding and identifies new donors to approach in order to ensure good knowledge of ALIMA and the projects implemented by its staff. They actively monitor the thematic priorities of donors and funding mechanisms in the country. They carry out donor mapping and intelligence gathering, and regularly informs the country coordination on this subject. They develop project presentations and brochures to ensure institutional communication throughout the year

  4.Supports to operational planning in line
with donor and funding priorities 

The Grants Manager supports the Project
Coordinators and the coordination team in the design of interventions in line
with the donors’ strategy. They ensure that the interventions are aligned with
the thematic and operational priorities of the donors, and that the submissions
respect the formats required by the latter.

  5.Production of concepts notes and
project proposals

In order to obtain funding, the Grants
Manager is responsible for submitting concept notes and project proposals
within the deadlines imposed by the donors. They ensure the writing of project
documents to respond to opportunities with donors. They guarantee the quality
and conformity of the documents produced.

6.Disseminates key information on
donor procedures, funding contracts and supports Project Coordinators in
monitoring contractual requirements

The Grants Manager is responsible for updating the coordination team on donor guidelines. They continually inform the teams of the evolution of donor procedures and requirements. In addition, the Grants Manager supports the Project Coordinators in monitoring the contractual requirements of donors. The Grants Manager monitors operational developments, including budgetary, in order to propose contractual modifications if necessary.

  7.Data tracking to meet reporting
requirements

The Grants Manager develops and incorporates solid elements of monitoring and follow-up in the reports in the project monitoring tools and therefore participates, with the Data Manager and the Medical Coordinator, in the control and compilation of operational data. They ensure the updating of data monitoring tools in connection with financing contracts, and anticipate the deadlines of reports in order to ensure the completeness of the data and a quality analysis.

8.Ensures the production of accurate and analytical
narrative reports within the defined deadlines

The Grants Manager is responsible for
preparing interim and final reports for donors, according to the reporting
formats and rules imposed. They are directly responsible for drafting
documents, based on precise, quantitative and qualitative information and
capitalized on during the year. They establish regular liaison with the
coordinators and project managers and, for the preparation of reports, make the
link between the commitments with the donor and the reality of the projects and
the land. They ensure compliance with deadlines and are responsible for the
quality of reports.

9.Ensures
the contractual management of financing contracts 

The Grants Manager is responsible for monitoring financing contracts with donors. They are in direct contact with the national representatives of the lessor for contractual management issues. They make sure to know and respect the procedures of the lessor and that these are known to the rest of the team. For this, they have a common contract monitoring tool that they help update.

10.Ensures
the application of standards in the prevention of abuse

The Donor Relations Manager must
participate in training and awareness sessions. They apply the standards
relating to the prevention of abuse in all the tasks they undertake (ex: adding
the thematic in reports, project proposals, clause on the prevention of abuse,
etc). They contribute to creating and maintaining a fulfilling and protective
environment.

Experience and Skills

  • You have a medical diploma health,
    Master’s degree in public health or epidemiology related to the position
    (development studies, public health, international relations, project
    management, etc.). You have Professional experience in reporting, design and/or
    project management of at least one year, as well as field experience
     and Good command of project management tools (project
    cycle, logical framework, project proposal, reporting, etc.). You have Autonomy,
    capacity for initiative, ability to work in a team and to communicate

    Language :

    A strong command of both
    spoken and written English is essential for this position
