Head of Business Development

Position Title: Head of Business Development

Duty Station: Consultancy, remote only.

Duration of Contract: Initially 12 months for the period 01 July 2024 to 30 June 2025

Reporting to: Country Director and Assistant Country Director for Programs

Level of Effort: 104 days consisting of an average of 2 days per week, or per work schedule as agreed with Country Director and Assistant Country Director for Programs. It is important that there is at least 80% overlap with CARE Syria’s Office Hours (workweek Sunday-Thursday)

  1. SCOPE OF WORK & BACKGROUND

CARE is one of the world’s leading international humanitarian and development organisation, committed to helping people in poor communities improve their lives and alleviate poverty. Founded in 1945, CARE is working across 94 countries to fight global poverty and marginalization. CARE began operating in Syria in 2013 to provide life-saving emergency assistance to people affected by the ongoing conflict. CARE puts women and girls at the center of our work because we know that we cannot overcome poverty until all people have equal rights and opportunities. CARE Syria is currently working on developing response strategies for all aspects of CARE Syria’s response, in a bid to ensure continued relevancy and secure additional funds for future years of program implementation.

The Head of Business Development is a senior level position responsible for business development, opportunity creation, resource development, program development advisory support, coordination, and – on occasion – developing and writing relevant concepts and proposals for the furtherance of CARE’s programming inside Syria.

The postholder will conduct research on donor priorities, funding trends, donor and government priorities and provide senior management with regular updates on the funding environment. This should also include new and innovative donors. S/he will be closely working with the Assistant Country Director for Programs, Program Development & Partnerships Manager (NES), Program Manager (GCA) and Finance Controller, as well as technical advisors and hub leads as required, to ensure resources are available in a timely fashion for donor and other relevant stakeholder communications and relationship development.

  1. CONSULTANCY OUTCOMES AND DELIVERABLES

Responsibility Area #1 – Develop and Cultivate Business Development Opportunities for CARE Syria (80%)

  • Provide strategic oversight and support to the CARE Syria team to stabilize and increase the scope of CARE Syria’s funding portfolio during FY24 (in line with the newly developed Business Development Strategy 2023-25) by:
    1. Increasing CARE Syria’s institutional funding portfolio through securing new strategically relevant institutional donor grants and;
  1. Diversifying CARE Syria’s portfolio through increasing outreach to strategically relevant alternative funding streams (foundation, corporate and trusts funding) through CARE Syria-led initiatives as well as the utilization of existing relationships held via CARE USA and CARE Member Partners where relevant.
  • Support the realization of BD metrics for FY24, as outlined below:

In addition to other activities to reach the targets above, responsibilities may include:

  • Providing critical review of proposal inputs developed by to ensure adherence to donor priorities and requirements, ensuring all proposals alignment with CO/CI programming priorities including the review and editing of proposals and concept notes. On infrequent occasions and dependant on wider team capacity, bid writing and more direct coordination of inputs/updates to bids may be required, and/or onboarding and management of consultant Bid Writers.
  • Working with Assistant Country Director for Programs to develop attractive donor pitches, including new response plans, concept notes and position papers etc.
  • Engaging with CARE Member Partners and CUSA Fundraising Teams to increase internal visibility to identify opportunities for program and funding campaigns to increase funding opportunities for CARE, through the development and support for roll out of an internal visibility plan.
  • Continuing to develop donor mapping tools and action the donor cultivation strategy, including monitoring progress against the plan, the development of new donor engagement plans etc.
  • Facilitating in-person donor meetings for the Country Director and Assistant Country Director for Programs, including the development of talking points. Act as lead for all online donor meetings.

In support of Responsibility Area #1, the management of business development systems and tools is required as follows:

  • Work with CARE Syria hubs and CARE Member Partners/CUSA Fundraising Teams to develop new business development systems and tools as required.
  • Ensure the regular update of the donor mapping tool (institutional and private), including donor tiering system, action planning and donor engagement plans, in coordination with the Country Director and Assistant Country Director for Programs.
  • Lead on GNG process for all new business development opportunities.

Responsibility Area #2 – Reporting and Team Meetings (20%)

  • Maintain pipeline tracking documents, including FORT
  • Submit quarterly report to Resource Mobilization Fund
  • Submit inputs to Master Budget
  • Submit quarterly inputs to COMFORT for Business Development
  • Submit inputs to Quarterly Performance Review and other regional management reports ad meetings
  • Lead on ad hoc internal business development update meetings
  • Engage in Core Leadership Team and program management team meetings as requested
  • Other relevant tasks as assigned by line manager, in-keeping with the purpose of the role. These may include attending consortia meetings and other relevant meetings.

Education

Required:

  • Master’s degree in relevant subject

Desired:

  • Proposal writing training certification (or attendance record)

Experience/Technical Skills

Required:

  • At least 7 years’ experience within the development, rehabilitation and/or relief sectors with demonstrable career progression to management roles
  • At least 5 years’ experience of working with institutional donor audiences or similar in business development, funding management or partnerships management roles
  • At least 5 years’ working in a humanitarian and/or development programs role
  • Demonstrable experience of working with affiliated or support offices within complex organisation structures
  • Keen familiarity with donor regulations, standards and compliance matters
  • Excellent written and spoken English and attention to detail
  • Strong understanding of gender and other programming issues within Syria and a commitment to promoting the empowerment of women and girls
  • Self-directed, accountable, and integrous individual
  • Able to work quickly and efficiently to deliver key tasks, whilst building team across multiple hubs, according to tight deadlines
  • Demonstrable experience of learning agility and commitment to professional growth

Desired:

  • At least 1 year of CARE Resource Mobilization Experience
