Head of Finance*

in Kyiv 

The position is to be filled as soon as possible, with an initial contract duration of one year. There are very good prospects for an extension. Employment location will be Kyiv, Ukraine.

Welthungerhilfe and Alliance2015 members Concern Worldwide work in a single structure in Ukraine, under the name “Joint Emergency Response in Ukraine (JERU)” to support the population affected by the war. As Head of Finance, you will be leading the finance department composed of national and international staff. You will work closely with WHH and Concern Head Offices.

Your responsibilities

  • Ensure that all financial administrative processes in the Ukraine Programme are auditable and run efficiently as a result of appropriate organizational measures in the Country Office and with the projects/partner organisations and carrying out financial administrative controls

  • Support the Country Director in ensuring proper financial management of the programme and projects in the country

  • Supervise the financial management of the Country Office and all measures taken to re-finance the Country Office, report to the Head Office and plan for liquidity in a timely manner

  • Take active role in project design and lead the development of budgets,

  • Actively participate in review and development of country strategy

  • Direct support in budget planning and forecasting, closely monitor budget spent with Heads of Projects, and troubleshoot any concerns to the Head of Programs and the Country Director

  • Act as primary focal point for finance matters between JERU partners, ensure the flow of financial information towards the finance departments of its members, work closely with their finance counterparts and troubleshoot any issues to the Country Director and respective colleagues at Head Office

  • Instruct and support project partner organizations (PPO) in matters relating to financial management (from capacity assessment to the implementation of projects and reporting) so that they fulfil their contractual obligations towards Welthungerhilfe and co-financers in accordance with the partner contract and in an auditable manner. 

  • Work closely with Partnership team of the country office for the financial capacity building of national and local partners

  • Ensure finalization of annual accounts of projects and timely submission to Head Office

  • Coordinate internal and external audits and ensure implementation of audits recommendations

  • Lead and manage the finance team (including staff planning, performance and development) while ensuring a good working environment within the finance department, and closely collaborate with HR department for the upskilling of finance staff

  • Ensure timely submission of interim and final financial reports to donors

  • Ensure availability of finance manuals and procedures, take active role in their review and improvement within country office, and take the lead in their understanding by staff 

  • Provide qualified advice for the projects in administrative matters and ensure regular coordination between Finance, Heads of Projects, Head of Programs and relevant stakeholders

Your profile

  • A university or college degree in a relevant field e.g. humanitarian action, finance and/or accounting
  • At least 2 years of professional experience as Head of Finance or equilavent in an NGO
  • At least 5 years of professional experience in finance roles in an NGO
  • Proven experience in working with national partners, and (I)NGO consortiums
  • Experience with AA, BMZ, OCHA, BHA, ECHO and in depth knowledge of their requirements
  • Advanced knowledge of Excel and financial management softwares
  • Previous working experience in Ukraine is desired
  • Willingness to work in a conflict zone
  • Readiness to receive necessary vaccinations for working in Welthungerhilfe’s project countries
  • Excellent spoken and written English
  • Ukrainian and/or Russian language skills would be an advantage
