The position is to be filled as soon as possible, with an initial contract duration until December 31, 2025. There are good prospects for an extension. Employment location will be Goma, Democratic Republic of the Congo, with frequent travel to project locations in the country.
Welthungerhilfe’s (WHH) country programme in the Democratic Republic of the Congo (DRC) is focusing on humanitarian aid as well as on integrated multi-sectorial development activities within the sectors of agriculture incl. value chain development, WASH, nutrition and infrastructure. The programme is funded by the German Government (GFFO, BMZ, GIZ, KfW), EU and USAID. As Head of Finance, you will be responsible for all financial and administrative processes and will implement financial management standards in the programmes and projects efficiently and promptly, thereby making a significant contribution towards the success of the programme work. Projects are implemented by WHH, but also in cooperation with other national and international partners like NNGO’s and INGO’s. In general, you will ensure that the WHH DRC country programme including the various projects is financially managed in accordance to relevant donor and WHH internal rules and regulations as well as that the Human Resources management is following the standards set by WHH Head Office.
Your responsibilities
- Establish and maintain a programme wide financial management system in DRC
- Ensure a sound budget planning when project proposals are being drafted
- Control and supervise the liquidity planning of the projects and internal fund requests
- Monitor and ensure a proper planning of the financial and other resources
- Recruiting, account assignment and induction of new staff (in the field of financial/project administration)
- Provide guidance and train local and international financial experts and project partners in line with WHH policy to enhance the national staff capacity
- Monitor and ensure the accurate and prompt drawing up of internal and external financial reports in accordance with the appropriate guidelines
- Conduct training sessions in the field offices to uplift the capacities of administrative compliance
- Checking of partner agreements taking into account the capacity of the partners and the donor regulations
- Support the local HR Expert to ensure that the organizational standards are implemented
Your profile
- A relevant university or college degree with specialist knowledge in areas such as finance, accounting and/or controlling
- At least 3 years of project-related professional experience in the administration of co-financed projects for international (aid) organizations – preferably in the region
- Excellent coordination and organizational skills, including ability to work under pressure
- Co-operation skills and ability to work in a team
- Excellent communication skills and broad intercultural competences
- A high level of mental and physical resilience and readiness to travel to areas with volatile local conditions
- Readiness to receive necessary vaccinations for working in Welthungerhilfe’s project countries
- Excellent spoken and written English and French
