Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Head of Humanitarian Disarmament and Peacebuilding for our presence in Myanmar. As Head of Humanitarian Disarmament and Peacebuilding you have a country focus, and you ensure compliance with DRC procedures and guidelines within the country. You contribute to the development of country strategies, which are translated into action plans and day-to-day tasks. You provide support and/or technical guidance to country operations while overseeing country activities.
About the job
As Head of Humanitarian Disarmament and Peacebuilding you will be responsible for the overall HMA programmatic strategy across the country operation to be closely coordinated with the Head of Programme. You will manage fundraising activities and external representation, including strategies for engagement with key stakeholders. You will lead on the strategic development of Humanitarian Mine Action (HMA) operations programming, including growth into new technical areas.
Your main duties and responsibilities will be:
PROGRAMME MANAGEMENT:
- The Head of HDP will have overall responsibility of DRC’s HMA portfolio in Myanmar, including strategic planning, implementation and monitoring. The Head of HDP will manage DRC programme staff, including people planning, development, capacity building and performance appraisal
- Capacity building of key programme staff in project management functions for HMA projects, including budget follow up, procurement planning and tracking
- Oversight of HMA proposals and report writing in close collaboration with country level Finance, Grants and MEAL and the HMA Programme Specialist.
- Senior Management Team member for DRC Myanmar.
STRATEGIC DIRECTION AND QUALITY:
- Team guidance and oversight with respect to HDP programme development, eg. development of location targeting, participatory approaches to Explosive Ordnance Risk Education (EORE), review and updating of HMA Standard Operating Procedures (SOPs).
- Development of HDP country-level sector strategy, including coordination of inputs from field teams.
- Development of project proposals
- Focal point for HDP fundraising and donor engagement.
STAKEHOLDER ENGAGEMENT
- Engagement in policy forums, including the Cluster System, regarding good HMA practice, Includes representation of DRC on key HMA issues.
OPERATIONAL OVERSIGHT:
- Programme lead for ensuring safety and compliance standards across HMA programming in Myanmar in line with DRC HMA Standard Operating Procedures (SOPs). and International mine action standards (IMAS) and in coordination with the Head of Programme and the respective Area Managers in the field.
- Maintain a Quality Management (QM) structure that includes monitoring and evaluation, piloting of new approaches and methodologies, and ensuring adherence to SOPs. The Head of HMA will ensure that quality reporting is delivered to key stakeholders in a timely manner
- Guide design and planning of EORE and other HMA trainings for DRC staff.
About you
To be successful in this role we expect you to have a minimum of 7 years of relevant experience in the Humanitarian Mine Action related field working in particular with INGO/NGO, with at least 4 years’ experience with people management and experience supporting localization. Moreover, we also expect the following:
Required
- Demonstrated technical skills and knowledge in HMA Program implementation and partnership.
- Excellent writing and analysis skills.
- Strong experience in producing high-quality technical materials (training material, program tools, proposals, strategic documents etc.) and delivering trainings face to face and remotely. Particularly on concepts of Humanitarian Mine Action.
- Experience working with Monitoring, Evaluation, Accountability & Learning.
- Proficient IT skills (MS Word, Excel, Power Point)
- Full professional proficiency in English
Desirable
- Experience with remote management of programming and line reports.
Education
- University degree (bachelor’s) or advanced university degree (master’s degree) in relevant field.
