Head of Projects and Partnership

Context:

Under the overall supervision of the Regional Director of IOM’s Regional Office for Asia and the Pacific and direct supervision of the Chief of Mission (CoM) in IOM Viet Nam, and in collaboration with relevant units at the Regional Office and Headquarters, and in coordination with the UNCT, the Head of Projects and Partnerships will be responsible and accountable for managing development, implementation, monitoring of grant funded projects and building and maintaining partnerships. The Head of Projects and Partnership will provide expert support to the CoM in Country Office’s (CO) engagement with the One UN in Viet Nam.

Core Functions / Responsibilities:
1. Provide expert support to the CoM in formulating country strategies, policies and approaches across the CO’s operational portfolio, as well as identify and develop new programmes to address emerging needs in line with Government plans, UNSDCF and IOM national commitments and regional and global strategies.
2. Oversee implementation of programmes/activities. Identify potential and existing obstacles to programme delivery, through continuous monitoring of programme activities; facilitate dialogue between actors and build synergies among projects.
3. Ensure timely and high-quality preparation and submission of all project reports. Supervise the preparation of key periodic reports to donors on programme delivery, including quarterly reports to donors and Headquarters on budgetary expenditure and results and final reports.
4. Participate at the strategic level in the design of databases and other information systems that produce updated information for status reporting on programme activities, aggregated data from the field offices and tools for programmatic planning and decision-making.
5. Provide thematic guidance and technical support to the CO on overall migration governance, but specifically on counter-trafficking, migrant protection, reintegration and labor migration issues.
6. Identify and oversee development at the strategic level of new programmes, funding opportunities, and strategy-level modifications to existing programmes to respond to changing host country, and donor requirements.
7. Provide expert support to the COM in the development and negotiation of new programmes for the CO and related fund-raising activities.
8. Develop and maintain strong and regular communications and negotiations with project partners, including central and local authorities, mass organizations, civil society, service providers, the international community and donors.
9. Maintain continuous dialogue with with all relevant line Ministries, Embassies, donors, UN agencies, national and international NGOs and private sector, other IOM Country Offices, Regional Office and Headquarter to facilitate a coordinated approach.
10. Actively contribute to IOM’s engagement with the One UN in Viet Nam including joint programming and support to the UNSDCF.
11. Perform periodic field visits to establish relationships with local stakeholder, represent IOM at events and meetings and monitor programme activities.
12. Upon delegation of the COM, participate in any UN coordination mechanisms, represent the CO in donor briefings, high-level meetings and events, visits to project sites and media presentations, as necessary.
13. Chair Counter Trafficking Network (CTN) meetings. Identify CTN short, medium, and long-term thematic priorities and coordinate the production and dissemination of thematic and policy guidance, advocacy messages and coordination results.
14. Support the CoM to manage and lead the GCM Country Network.
15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Social Science, Political Science, Law, Economics, Migration, Development Studies, International Relations from an accredited academic institution with seven years of relevant professional experience; or,
• University degree in the above fields with nine years of relevant professional experience.

Experience
• Experience in the field of migration governance, counter trafficking, return and reintegration, border management;
• Experience in proposal development, project management and reporting, and monitoring and evaluation;
• Experience in planning, organizing and facilitation of meetings; and,
• Experience in UN coordination.

Skills
• In-depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
• Knowledge of UN and bilateral donor programming;
• Strong management and organizational skills; and,
• Excellent oral and written communication skills and inter-personal skills.

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian and Spanish), and/or Vietnamese is an
advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
