JOB SUMMARY

Under the overall supervision of the Representative and direct supervision of the International Programme Coordinator, the Karachi, Head of Sub-Office will be responsible for managing UNFPA assistance in the province in terms of planning, implementation, and monitoring of the programme and operations.

This will involve coordination, provision of technical support for policy and strategy development, quality assurance of implementation and other support to provincial government agencies, and civil society groups to advance the UNFPA mandate.

The Provincial Head of Sub-Office is responsible for ensuring results-based management of the work plans at the provincial level and conducting policy advocacy, exploring opportunities for building partnerships and leveraging/ mobilizing resources, and representing UNFPA as and when assigned by the Representative.

 

Job Purpose:

In a highly complex operating environment, you will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bi-lateral donor agencies and civil society to address emerging population issues and to facilitate programme delivery.

You will be expected to analyze relevant political, social and economic trends in Sindh province and to provide substantive inputs to programme design, project formulation and evaluation, joint programming endeavors and national development framework.

You will substantively contribute to the effective management of UNFPA activities in Sindh province in the areas of sexual and reproductive health, family planning, youth, population and development, gender-based violence and harmful practices, including in humanitarian contexts, monitoring results achieved during programme implementation and guiding the appropriate application of systems and procedures.

Requirements

Education:

Advanced university degree in Population Studies, Demography, Statistics, Public Health, or related Social Science field.

Knowledge and Experience:

  • At least 7 years of progressively responsible professional experience in developmental work, with 5 at international level
  • Excellent organization skills, attention to detail, precision and accuracy;
  • Demonstrated ability to refine programme design and to ensure alignment of organizational programme objectives to national priorities/capacities;
  • Proven ability to lead and manage teams to achieve demonstrable results;
  • Excellent communication skills to foster partnerships at a high level of representation and to maintain political partnerships in the assigned country;
  • Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations; and.
  • Field experience is a strong asset.
  • Willingness to work in non-family duty station and high security risk environment.

Languages:

Fluency in English is required.

Knowledge of other official UN languages is desirable.

Responsibilities

 

A.Programme Coordination

  • Coordinate the results-based management of workplans in Sindh province for the UNFPA Country Programme.
  • Facilitate the design, implementation and monitoring of provincial response programmes in the areas of emergency sexual and reproductive health and gender-based violence.
  • Provide substantive contributions to the implementation of the One UN Programme in Sindh in the areas of sexual and reproductive health, family planning, youth, population and development, gender and gender-based violence.
  • Supervise the conduct of programme monitoring and assessment missions to programme sites, and and assist in establishing a full-fledged monitoring and evaluation system in the provincial office.
  • Develop new programme options in substantive areas; Promote knowledge sharing and continuous learning, testing, linking and documenting innovative strategies, approaches, lessons learned and best practices and replicating these strategies and approaches at provincial level.

B. National Capacity Development

  • Provide day-to-day technical support to the implementing partners, which include the provincial government, civil society constituents and academia in the thematic areas of sexual and reproductive health, population development and gender.
  • Recommend areas of technical assistance in the context of the UNFPA Country Programme and based on continuous review and analysis of demographic and socio-economic data and national population policies.
  • Create knowledge by evaluating on-going programmes and projects; Document lessons learned, best practices and replicable strategies and actively share and apply this knowledge.

C. Partnership and Advocacy

  • Maintain a continuous flow of information with government and donors and pursue innovative ways to maintain and create new partnerships.
  • Participate in the UN system joint initiatives in the province as part of the One UN Programme and take a leading/convening role in areas of UNFPA mandates, including ensuring the provision of technical and programme advice to the selected thematic groups as relevant.
  • Foster strategic alliances and partnerships between UNFPA and local and international NGOs, private sector, and other relevant stakeholders, as necessary, to ensure that UNFPA priority issues and concerns are considered at various fora.
  • Support the conduct of evidence-based advocacy and policy dialogue with relevant provincial counterparts and government institutions, and advance UNFPA’s policy-oriented agenda on population and development, sexual and reproductive health, youth and gender and human rights issues through, among others, well-targeted advocacy campaigns to inform a broad constituency about ICPD PoA and UNFPA’s work in Sindh;
  • Use data to facilitate policy dialogue at the provincial level for the integration of ICPD POA, especially in the areas of health and population; Contribute to the resource mobilization strategy by analyzing information on potential donors and preparing substantive briefs and project proposals in line with donor priorities.
  • Brief the Senior Management on the socio-economic and political developments in the province to realign partnership and advocacy strategies accordingly.

D. Resource Management

  • Support the Representative in the management of UNFPA human and financial resources in the province of Sindh, with particular attention to ensuring systems of accountability as per UNFPA policies, rules and procedures;
  • Implement and monitor the UNFPA accountability framework for the National Execution of the UNFPA Country Programme in Sindh Province
  • Supervise provincial programme and staff, providing them with managerial direction, regular guidance, mentoring and motivation;
  • Develop and guide an integrated and systems approach to the work of the provincial office;
  • Communicate standards of performance, and assign responsibilities for achieving results according to the Country Office annual plan and the CPM system;
  • Establish and maintain a harmonious working environment and seek to strengthen team-building by encouraging active participation and interaction at all levels.

Carry out any other duties as may be required by UNFPA leadership.
