THE EXECUTIVE DIRECTORATE (EXD)

The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.

THE PROGRAMME, BUDGET AND FINANCIAL MANAGEMENT SERVICE (EXD/PBF)

Within the Executive Directorate (EXD), the Programme, Budget and Financial Management Service (EXD/PBF), employs a workforce of approximately 120 staff who provide stewardship of the Organisation’s financial resources on behalf of the Secretary-General. The service is composed of six main business units: Accounting & Financial Support Division; Corporate Procurement Group; Engagement and Strategic Transformation Division; Programme of Work Management Division; Resource Management Systems Division; and Voluntary Contribution Management Group.

The Head of the Engagement and Strategic Transformation (EST) Division within the Programme, Budget and Financial Management Service of the Executive Directorate (EXD/PBF) will manage a team of  about 15 staff and report to the Head of EXD/PBF (Head of Service). As a key member of the senior management team, they will support the implementation of the Service’s Programme of Work and Budget and advance the strategic orientations of the Secretary-General in the areas of corporate management. The selected person should have strong leadership skills, proven experience in human resources management and a proven record of multi-stakeholder and horizontal management.

Job Description

Main Responsibilities

Leadership, strategy and transformation

  • Provide strategic support to the Head of Service in implementing and monitoring EXD/PBF’s Programme of Work with a particular emphasis on anticipating the needs of the Service and its stakeholders to ensure a continuous adjustment of the Service’s transformation agenda as needed.
  • Provide strategic advice and support to the Head of Service to foster and strengthen relationships and communication with internal and external stakeholders and developing and implementing short and long-term plans on resource management
  • Support the advancement of the strategic orientations of the Secretary-General, in particular as they relate to corporate management and reforms.

Strategic management and operations

Transformation

  • Assist the Head of Service in ensuring the long-term strategic transformation of the Service, and the delivery of transformational projects that support the Service’s longer-term objectives and priorities.
  • Design approaches to maximise the impact of the Service’s transversal strategic projects that are oriented towards (a) the capacity of the Service to deliver on its mandate as stewards of the financial resources on behalf of the Secretary-General; and/or (b) its responsibilities regarding engagement with Members. Seek and implement best practices, drive opportunities for improvement and knowledge transfer, and respond to strategic challenges.
  • Support the alignment of all financial systems, operations and data with the financial management and strategic needs of the Organisation to provide timely, accurate and consistent data, insights, analyses and options across areas of EXD/PBF’s responsibilities.

Resources

  • Advise and support the Head of Service in the human resources management of EXD/PBF, including the definition of its workforce planning in line with needs and priorities.
  • In close collaboration with the Human Resources Service (HRM), lead and monitor the Service’s HR action plan and human resources initiatives.
  • With the Head of Service and the Deputy Head of Service, ensure strategic oversight of budget and financial planning, in line with the Service’s and EXD’s Programme of Work and Budget, the Secretary-General’s Strategic Orientations and the OECD financial Rules and Procedures.

Management

  • Actively contribute to the development of the EXD/PBF team, by fostering innovation and simplification to create an attractive and productive working environment.
  • Build and lead a cohesive, multicultural and multidisciplinary team, promoting excellence, inclusion and diversity, effective performance management and professional development.

Communication and collaboration

  • In support of the Head of Service, develop and coordinate an effective engagement and communication strategy with Members, ensuring the oversight of the Budget Committee Secretariat and the strategic and corporate reform projects driven by Members’ demand.
  • Ensure the coordination of complete, consistent and timely advice, support and briefings to the Head of EXD/PBF, the Executive Director and the Office of the Secretary-General.
  • Contribute to fostering co-operation and effective communication within the Service to achieve internal co-ordination, cohesion and optimal results.
  • Build strategic internal and external relationships and partnerships on behalf of the Service and the Directorate.
  • Coordinate the liaison with other International Organisations and networks.

Qualifications

Ideal Candidate Profile

Academic Background

  • Advanced university degree in business or public administration, management, finance.
  • Professional qualifications or equivalent experience in change management would be an asset.

Professional Background

  • At least ten years’ senior level experience, including at least five years in a management position promoting organisational/institutional transformation in an international context.
  • At least five years of experience in operating in a multilateral environment or equivalent.
  • Experience in the development and management of transformative projects.
  • Excellent political sense and ability to interact with internal and external stakeholders at a senior level in an international environment.
  • Proven experience providing strategic leadership at a senior management level and liaising with technical experts and senior management in budget, planning, accounting and financial management.
  • Demonstrated experience in developing human and financial resources management strategies
  • Excellent understanding of corporate performance needs and drivers.
  • Demonstrated ability to lead, motivate and manage a high-performing, multidisciplinary and multicultural team.

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 3); Enable People (Level 3); Ethics and Integrity (Level 3); Collaboration and Horizontality (Level 3); Achieve Results (Level 3); Innovate and Embrace Change (Level 3).

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages would be an asset.

Contract Duration
