Health, Safety and Security Coordinator Ukraine Odessa (National Position)

This position is open to candidates who have the legal right to work in Ukraine. Please note that we are unable to provide work permits or visa sponsorships for this position.

1. Role and responsibilities
The HSS Coordinator serves as the lead technical resource on health, safety and security risks and crisis management within the South area of operation of NRC. This role acts as the technical supervisor for area HSS staff and is a member of the Area Management Team (AMT).

Generic responsibilities
1. Adhere to NRC policies, tools, handbooks and guidelines.
2. Implement NRC’s safety and security policies at area office level and provide reports as required.
3. Conduct regular security and risk assessments to identify safety and security needs.
4. Provide AMT with strategic advice based on the changes to the context.
5. Train staff in Safety and Security and provide regular briefings and updates.
6. Immediately report all breaches of safety and security procedures and all threats to NRC staff, project participants, activities or assets.
7. Facilitate staff hibernation, relocation and evacuation in emergency situations.
8. Supervise, train and develop eventual HSS staff at the area office level.
9. Liaise with UN agencies, NGOs and other external actors on HSS related matters.
10. Prepare security updates and reports as required.

Specific responsibilities

 Collect information on ongoing and forecasted security issues and share information with staff in a timely manner. Maintain information on these incidents in NRC records.
 Keep AMT updated on key events and contextual developments that may impact on staff and operation’s safety and security.
 Provide regular and timely HSS briefings/advisories to staff, induct new staff and visitors promptly.
 Implement communication systems for the dissemination of emergency HSS alerts and accounting for staff during emergencies.
 Communicate with Programme staff to plan and coordinate activities in the field from the Security perspective, including support in preparation of the Safe Mission Plans (SMP) documents.
 Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition.
 Oversee and/or conduct Security Risk Assessment (SRA) and status reviews to assess if all NRC locations are compliant with NRC Security Risk Management standards.

 Ensure the HSS team contributes and maintains the required documentation of security incidents in NRC Protect and updates for a comprehensive view of events & trends. Ensure reporting of critical security incidents to the Area Manager and HSS manager at the CO.
 Work closely with Logistics to ensure proper health, safety and security resources and equipment are available and in good working order, in line with minimum standards and operational requirements.
 Participate to the preparation and facilitation of HSS related trainings (e.g. HEIST, First Aid) and awareness sessions to all staff in the area.
 Liaise with key stakeholders and develop/maintain relationships in order to facilitate access for implementation of program activities.

2. Competencies

 Minimum 3 years’ experience from working as HSS field in a humanitarian/recovery context.
 Previous experience from working in complex and volatile contexts.
 Strong inter-personal, communication and network-building skills.
 Documented results related to the position’s responsibilities.
 Fluency in English, both written and verbal.

Context/Specific skills, knowledge and experience:
 Contextual analysis skills related to the political, economic and security situation.
 Strong organisational and team building skills.
 Good cultural awareness and sensitivity.
 Fluency in Ukrainian and Russian.
 Highly approachable, trustworthy and confidential.
