Heating, Ventilation and A/C Technician

Org. Setting and Reporting
This position is located in the Heating, Ventilation and A/C Technician (HVAC) Shop, Mechanical and Plumbing Unit, Plant Engineering Section (PES), Facilities and Commercial Activities (FCAS), Division of Administration (DOA), Department of Operational Support (DOS). The incumbent reports directly to the Foreperson of the Shop and also reports to the General Foreperson of the Unit. The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions. The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, giftshop and the United Nations Postal Administration.
Responsibilities
Under the direction of the General Foreperson of the Mechanical and Plumbing Unit and the direct supervision of the Foreperson of the HVAC shop, the Lead HVAC Technician has the following duties and responsibilities: – Provides on-site leadership to Journeymen and other junior technicians; supervises and instructs them in all phases of air conditioning system projects; follows through on work assignments in an independent manner from technical drawings and blueprints. – Is responsible for installing, testing, and repairing all types of equipment used in the HVAC industry. – Works with various highly technical control instruments including fabricating, repairing, maintaining, and trouble-shooting all types of problems in the control systems throughout the Headquarters complex. – Monitors and records work time and materials used on assigned work orders, conducts regular reviews of stock levels and initiates requisitions for replacements through the General Foreperson as needed. – Keeps records of time and materials used on assignments and oversees the contractor’s work to ensure the completion of the UN standards. – Prepares requisitions for necessary materials, tools, hardware according to the blueprint specifications and rough drawings, and maintenance of machinery. – Performs other duties as may be assigned by the Foreperson and General Foreperson or the Chief of Plant Engineering Section.

Education
High school diploma or equivalent Trade School Diploma is required.
Job – Specific Qualification
EPA Universal Refrigerant License is required. Possession of a NYSDEC Commercial 7G pesticide license for the application of biocides to HVAC systems, cooling towers and evaporators is desirable. Q01 Refrigeration Engineering License is desirable. If the selected candidate does not possess a Q01 license upon selection, the license must be obtained within 12 months of hire. OSHA Certification in Construction or General Industry workplace safety is desirable. The selected candidate must obtain OSHA 30-hour Construction Safety certification within 6 months of hire.
Work Experience
A minimum of seven years of experience in the Heating, Ventilation and Air Conditioning (HVAC) trade is required. Experience with Building Management Systems, particularly Computerized HVAC Control Systems is desirable. Experience supervising staff is desirable. Experience operating a Chiller Plant is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
Special Notice
Appointment or assignment against this position is for an initial period of one year. This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. Passing the Trades and Crafts Test (TCT) is a prerequisite for selection in the Trades and Crafts category in the United Nations Secretariat. Applicants who have not passed the TC test at the time of application may be invited for the test after submitting an application. Staff members who were granted a fixed-term, continuing or permanent appointment as a result of having passed a predecessor test recognized by the Office of Human Resources Management, and who have continuously held such appointments, are not required to take the new test. The selected candidate may be required to work late night shifts, including weekends, in order to perform assignments including Chiller Plant operation, maintenance works, and emergency response.
