Purpose of Activity/Assignment

As part of its efforts to improve the quality and outreach of its humanitarian interventions, the UNICEF Regional Office for Europe and Central Asia is seeking to recruit a consultant to improve the quality of reporting and planning for children with disabilities in humanitarian responses. The consultant will support the regional and country offices in identifying data gaps, potential solutions to fill them and develop a capacity building for UNICEF staff.

Scope of Work

The Data Consultant will be responsible for the following tasks:

1. Identify Data on Children with Disability Needs for Humanitarian Planning and Reporting:

  • Conduct thorough research and analysis to identify existing data sources related to children with disabilities in humanitarian contexts.
  • Collaborate with relevant stakeholders to gather comprehensive data on the specific needs of children with disabilities in the ECA region.
  • Mapping Data on Children with Disability in Target Countries in the ECA Region, Identify Gaps and Challenges:

2. Map existing data on children with disabilities in the target countries within the Europe and Central Asia (ECA) region.

  • Evaluate the completeness and accuracy of available data.
  • Identify gaps and challenges in data collection, analysis, and reporting.
  • Identify Solutions to Improve Quality and Availability of Data:

3. Propose innovative solutions to address identified gaps and challenges in data collection and reporting.

  • Collaborate with stakeholders to develop strategies for enhancing the quality and availability of data on children with disabilities.
  • Develop and Implement Capacity Building Activities on Data on Children with Disability:

4. Based on the assessment findings, design and implement capacity-building activities aimed at enhancing the skills and knowledge of relevant stakeholders in data collection and reporting.

  • Conduct training sessions, workshops, or webinars to build capacity among ECA office staff and partners.
  • Produce a Brief Report Outlining the Data Mapping, Gaps and Challenges, and a Learning Package:

5. Compile a concise report summarizing the findings from the data mapping exercise, including identified gaps and challenges. Develop a comprehensive learning package containing training materials, guidelines, and resources that the ECA office can utilize for future training initiatives.

The Data Consultant will work closely with the UNICEF Regional Office for Europe and Central Asia and relevant country offices to ensure the successful completion of the tasks outlined above.

Consultation with RO on identified gaps and potential solutions to fill it

Building capacity of UNICEF staff to improve quality of humanitarian planning and reporting

Develop a capacity building plan for UNICEF staff on improving planning and reporting on children with disability in humanitarian response.

Prepare a capacity building package on data on children with disabilities in humanitarian response (learning material, etc.).

Design and facilitate 3 remote capacity building sessions for UNICEF staff on planning and reporting on children with disability in humanitarian response.

12 working days
Finalize learning package and mapping Based on the feedback from the remote capacity building sessions and the consultation with the RO produce a 2 pager on data gaps and challenges for disability programming and reporting in the ECA region and a training package that the RO on this topic that the RO can use for future trainings. 2 working days

Estimated Duration of the Contract

26 working days between April and June 2024.

Consultant’s Work Place and Official Travel

The Consultant will be remote/home-based with no travel foreseen.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Please submit a professional fee (in USD) based on 26 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Master’s degree in Social Sciences, Economics, Political Science, International Development and related areas.
  • Minimum five (5) years of relevant work experience.
  • Experience in data analysis and data mapping.
  • Experience in developing and implementing capacity building activities on data related issues.
  • Knowledge of disability statistics.
  • Previous experience in supporting disability programming in humanitarian response is an asset.
  • Fluency in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
