Purpose of Activity/Assignment

The Czech Republic hosts the highest number of refugees from Ukraine per capita in the European Union (EU). Since the onset of the refugee crisis, the Czech Republic welcomed over half a million Ukrainian refugees. Based on the re-registration over 368,000 refugees remain in the country, out of which 26 per cent are children and 43 per cent women. The registration data show that on average 8,000 new Ukrainian refugees enter Czech Republic every month, including around 30 – 50 minors entering the country unaccompanied or separated.

UNICEF partners with the Government and other stakeholders to address the needs of refugee children and families in a comprehensive manner, while also supporting the needs of vulnerable groups from the host population and fostering social cohesion. At the national level, UNICEF established workplans with the Ministry of Education, Youth and Sports, Ministry of Labour and Social Affairs, Ministry of Health, and Ministry of the Interior. Through a wide range of partnerships with the Civil Society Organisations (CSOs), UNICEF also supports the expansion of outreach and provision of basic services to the most vulnerable refugee children and their families.

In line with UNICEF requirements, close and quality programme monitoring and reporting should be conducted for all UNICEF supported interventions, including through strengthening capacities and supporting partners in data collection, monitoring, and reporting of results.

Scope of Work

Under the direct supervision of the Programme Coordinator and later the Programme Partnership Specialist, the consultant will support partners and consolidate monitoring data and reporting in line with office Standard Operating Procedures (SOPs).

Specifically, the consultant will be responsible for the following activities:

Planning and Monitoring:

  • Manage ActivityInfo partner reporting system and provide summary tables and analysis of reported results.
  • Review the data and information reported from implementing partners in ActivityInfo for alignment with signed partnerships and liaise with relevant staff members for follow up.
  • In collaboration with ADAP section, the implementing partners and other relevant stakeholders provide technical expertise for development of the Monitoring and Evaluation (M&E) and reporting framework, in line with the agreed standards and criteria for CESTY programme.
  • Strengthen capacities and provide technical assistance to implementing partners on data collection and reporting (as needed).
  • Update the one office planning document (as needed).
  • Update and monitor timely completion of field monitoring visits in line with the Office Field Monitoring Plan.

Reporting:

  • Draft the Situation Report (SitRep) based on inputs provided from all sections and consolidation of High-Frequency and other Country Specific Indicators.
  • Consolidate UNICEF inputs for Regional Refugee Response Plan (RRRP) and RRRP indicators.
  • Provide inputs for communication related materials such as office brochure and other specific programmatic communication materials and analysis (as needed).

Evidence generation and documentation:

  • Provide technical assistance and review of office-wide evidence generation documents such as “Child Protection Assessment”, “Costing Study for Primary Health Care”, “Assessment of Alternative Care and UASC in residential institutions”, “Documentation of UNICEF Refugee Response programme” and others as relevant.
  • In view of office closure, support documentation and consolidation of results including in the context of departures of staff members.

Estimated Duration of the Contract

66 working days between September 2024 and March 2025.

Consultant’s Work Place and Official Travel

The Consultant will be remote/home-based with no travel foreseen.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of an invoice and satisfactory completion of the above-mentioned deliverables. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Please submit a professional fee (in USD) based on 66 working days to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Master’s or equivalent degree in social sciences, development planning, planning, evaluation, survey implementation, advanced statistical research.
  • At least two (2) years of relevant professional work experience.
  • Experience in humanitarian response programming, including preparedness planning.
  • Demonstrated experience in supporting community-led design processes.
  • Experience working with UNICEF and/or another UN agency is an asset.
  • Proficiency in English language; proficiency in Czech is an asset
