PROJECT BACKGROUND

The Climate Action and Inclusive Development (CAID) under the Investment and Policy Solutions Division is a global unit in GGGI situated in GGGI’s Seoul headquarters. The unit supports Members and Partners in the development of enabling environment policy for green growth transformations and inclusive climate action. Evidence-based analysis and broad stakeholder engagements at the heart of national, subnational and sector level policies is key to ambitious target-setting, robust low-carbon and resilient development pathways, and socially inclusive outcomes.

The Green Growth Knowledge Partnership (GGKP) is co-hosted by GGGI in partnership with the United Nations Environment Program (UNEP). These organizations serve as the joint host of the GGKP Secretariat (www.ggkp.org) on behalf of the GGKP Steering Committee (UNEP,lvel GGGI, the Organization for Economic Co-operation and Development, United Nations Industrial Development Organization, and the World Bank). GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to “countries” development priorities. The organization also focuses on knowledge development and management activities, which build a solid theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as creating the conditions for public and private green infrastructure investments.

OBJECTIVES OF THE ASSIGNMENT

A Consultant is required to assist the Green Growth Knowledge Partnership (GGKP) team within the Climate Action and Inclusive Development (CAID) unit. The role involves two main responsibilities: evaluating the GGKP’s impact at GGGI and supporting resource mobilization efforts for both the GGKP and CAID teams.

The work will include Providing expert evaluation of the Green Growth Knowledge Platform (GGKP) for GGGI country teams and member states. This evaluation will focus on: Developing the methodology and key indicators, assessing the GGKP`s value addition, measuring its impact, analyzing strengths and weaknesses (2012-2024), developing recommendations for future improvements (clear overview/ matrix of specific country office needs, to what extent they are or could be supported by GGKP today and how GGKP’s upcoming AI/API based supports can be best adapted to the needs) and supporting on project design for GGKP resource mobilization initiatives (highlight on how GGGI projects can be enhanced/upscaled through GGKP support and thereby provide a clear format for targeted funding mobilization that has the objective to show how there is better value for money through combined GGGI/GGKP projects).

The consultant will report to the Head and Deputy Head of CAID and collaborate closely with internal staff and relevant partners as needed.

The primary Objectives and Tasks of this consultancy are as follows:

1. Assess GGKP’s Impact and Value to date and evaluate outcomes and recommend country office Support Strategies

    • Development of methodology and key indicators
    • Evaluate GGKP’s impact on GGGI’s climate action support (2012-2024), assessing its relevance to GGGI’s priorities and alignment with stakeholder interests.
    • Identify learning opportunities and areas for improvement.
    • Analyze GGKP’s strengths and weaknesses, considering operational factors such as budgets and stakeholder availability.
    • Conduct a Knowledge Management needs assessment of some country offices, map findings to GGKP supports, and implement targeted improvements in digital infrastructure, knowledge sharing, expertise access, and KM capacity building etc. Ensure the evaluation supports GGGI’s decision-making and enhances the effectiveness of the GGKP program.

2. Resource mobilization and Business Development

    • Conduct a comprehensive assessment of GGKP’s resource mobilization efforts, including SWOT analysis and funding landscape review.
    • Develop a tailored Resource Mobilization Strategy incorporating innovative, data-driven approaches
    • Create a detailed funding forecast aligned with GGKP’s objectives.
    • Lead at least 1 proposal development, ensuring high-quality submissions that meet internal and partner requirements.
    • Collaborate with team members to develop project theories of change, logframes, strategies, and budgets.
DELIVERABLES AND PAYMENT SCHEDULE

Over four months, the consultant is expected to provide full-time services (8 hours a day) for up to 75 workdays, divided evenly over the full duration of the consultancy. Both the number of workdays per month and the consultancy duration may be amended by mutual agreement.

For the duration of the contract, the consultant is expected to perform the following tasks:

The Consultant will deliver the following deliverables:

Deliverable 1 Report #1: Inception report outlining the assessment findings and proposed approach:
  • Define a work plan that reflects the organizational priorities, planning and developing actions to manage delivery risks, under the supervision of GGKP coordinator.
  • Including project objectives, methodologies, and expected outcomes.

Deliverable 2 Evaluation and recommendation of GGKP
  • The evaluation will produce three deliverables:
  1. 1. Comprehensive report with key findings, recommendations, and management responses;
  2. 2. Aconcise two-page summary of key findings; and
  3. 3. A four-page Evaluation Brief highlighting main results, learnings, and methods, taking into account the balance between global recommendations and specific country office needs.

Additional appendices will detail intermediate outcomes and suggested expansions.

Deliverable 3 Report #2: Resource Mobilization
  • Evaluation Report with concise findings, recommendations, and management response
  • Recommendations for improving GGKP’s services and delivery
  • Practical Resource Mobilization Strategy with clear methodology
  • Workshop materials and training resources
  • Resource mobilization/business development dashboard
  • Final report on process, outcomes, and future recommendations
  • At least one submitted funding proposal
Max. 90 days after contract start date 50%
Deliverable 4 Final consultancy report encompassing all deliverables, recommendations, and lessons learned. Before contract end date 10%

All reports are to be submitted to Dereje Senshaw, Deputy director (dereje.senshaw@gggi.org ) copying Ingvild Solvang and Anastasiya Andreevna Buchok using the appropriate GGGI template. All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report. The Consultant shall submit the report in electronic versions readable by a Microsoft Office application. All deliverables must be in English.

The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The report should also give recommendations for further activities to be carried out to secure a long-term sustainable development of the measure.

All deliverables including the Final report must be approved by GGGI. The Consultant shall consider the comments and necessary revisions proposed. Within 7 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

EXPERTISE REQUIRED

The ideal candidate for this consultancy should possess the following qualifications:

  • Advanced degree (master’s or equivalent.) in Development Studies, international Relations, Business Administration, monitoring and evaluation, or a closely related field.
  • Preferred 5~8 years of progressive experience in similar positions involving developing funding proposals, designing and implementing log frames, monitoring, and reporting systems.
  • Strong strategic, project implementation, M&E, Program management skills and experience
  • Experience conducting statistical analyses using appropriate software, undertaking research, primary and secondary data collection, analysis, and report writing is an asset.
  • Experience and knowledge in green growth issues, benefits and opportunities, government affairs, economic development, and policy issues are desirable.
  • Excellent written and verbal communication skills in English, in addition to the ability to independently generate clear and concise content.
  • Proficiency in using Microsoft Package (SharePoint, OneDrive, Word, Excel, PowerPoint) collaborative platforms (i.e., Teams) and virtual meeting platforms (i.e., Webex, Zoom, etc.).

The position will be posted for 14 days. The selection process will be concluded within 30 days from the initial posting of the position depending on the applications received. A consortium, or a firm may not be engaged for an individual consultant assignment.
