As HR Officer, you will provide essential administrative and operational support to the Country Lead and HR Manager, ensuring smooth HR processes and compliance with Oxfam policies and national laws.

 

Tasks:

 

Key Responsibilities:

  • Onboarding and Offboarding:

    • Conduct employee inductions, update records for new staff, and ensure completion of probation documentation.
    • Manage leaver processes, arrange debriefings and exit interviews.
  • Administrative Support:

    • Provide comprehensive administrative support to the Country Lead, including updating team contact details.
  • HR Policy and System Management:

    • Apply and inform others about Oxfam HR policies, procedures, processes, systems, and national laws.
    • Conduct contract briefings and use the GOLD HR System for salary/payroll issues, including monthly payroll and end-of-contract payments.
    • Maintain effective record-keeping systems, both electronic and manual.
  • Recruitment Assistance:

    • Assist in the recruitment process for the Ukraine response, ensuring adherence to procedures and best practices.
    • Advertise vacancies through e-Arcu and national external sites, and promote them via the GHT vacancy bulletin.
    • Facilitate longlisting with recruiting managers and ensure timely interview scheduling.
    • Participate in interview panels and manage reference requests and approvals for all recruitments, including headhunted, secondments, and consultants.

 

An ideal candidate for the role will have:

 

  • Understanding of Humanitarian HR issues and international development/humanitarian work.
  • Experience in project management with a proactive approach to achieving defined goals.
  • Knowledge and experience in operational HR issues and people management.
  • Strong interpersonal, relationship building, and communication skills (written and verbal).
  • Logical and clear approach to managing workload.
  • High accuracy, attention to detail, and good organizational skills.
  • Ability to work effectively as a team member and operate flexibly.
  • Gender and cultural sensitivity with a commitment to Oxfam’s values and equal opportunity principles.
  • Good level of numeracy and ability to produce and interpret management information.
  • Proficiency in English (written & spoken)
