Job Description:Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.Our HR Services team is seeking a Human Resources Analyst to provide guidance on the administration, interpretation and application of employee policies, procedures, collective agreements and employment related legislation. The Human Resources Analyst facilitates the communication and implementation of new initiatives, services, policies and programs on behalf of the Human Resources team.This is a contract position up to 12 months.What will I be doing?

  • Provides service to HR customers by responding to employee- or manager- driven requests and inquiries, engaging HR Centers of Excellence as appropriate at front desk of the HR Services department. Providing guidance, advice, and support on the interpretation of corporate policies, collective agreements and employment-related legislation. Tracking requests and issues in the case management system, managing activities up to and including case resolution.
  • Completes and coordinates documentation to enable the employee lifecycle process by tracking the new employee onboarding data and collecting related new hire documentation. Initiating, directing, and finalizing employee documentation and submitting completed documents to internal business units and external authorities for processing. Controlling all employee information required for input into the HRMS system to ensure accurate, timely and up-to-date employee records. Gathering Human Resources Management System (HRMS) data to create and distribute monthly reports.
  • Key contributor in maintaining the integrated HR/payroll system under strict deadlines to meet payroll schedules for all non-bargaining and bargaining employees by controlling all employee information required for input into the HRMS system. Liaising with HR COEs and Payroll with regard to issues related to employee matters that need clarification or resolution.
  • Works with cross-functional groups to improve efficiency and the customer experience while supporting operational goals and objectives by participating in process reviews and continuous improvement initiatives, developing and recommending new tools, methods and procedures.
  • Liaising with the HRMS and IT teams to define business technology requirements, create test plans, test and implement required system changes. Creating HR Standard Operating procedures, reports, presentations and training documentation. Develops and implements data management strategies and data collection systems. Identifies, analyses, and interprets trends or patterns in data sets using data gathering and analysis activities. Produces ongoing and ad hoc reports and dashboards that identify issues.
  • Acts as HR liaison to all employees and people managers providing information on or interpretation/application of employee policies, programs, benefits, and pension.
  • Supports HR Centres of Excellence in administering their programs and initiatives as part of the strategic plan.

What Skills and Qualifications Do I Need?

  • Completion of a diploma in Business Administration, Human Resources, or a related discipline – OR – a combination of education, training, and experience deemed equivalent.
  • Minimum two (2) years’ experience in human resources with a focus on onboarding, benefits administration along with employee lifecycle processes and related documentation.
  • Experience with Case Management technology/systems would be an asset.
  • Certified Human Resources Leader (CHRL) designation is an asset.
  • Oracle HCM experience is an asset.
  • Human Resources legislation, regulations, policies, and procedures.
  • Employee benefits and employee lifecycle documentation procedures.
  • Knowledge of HRMS systems, such as Oracle, SAP, PeopleSoft, Org Plus, Workbrain.
  • Knowledge of relational database concepts, database management software and tools and computer applications including MS Office Excel (Pivot tables, Power Pivot, formulas, PowerPoint, Visio).
  • Research skills to gather data leading to policy formulation relating to employee benefits and used for contract negotiations.
  • Analytical skills to review processes and procedures and recommend changes to improve operational efficiencies.
  • Interpersonal, oral/written communication to effectively communicate with employees, assist or deliver presentations, and respond to requests for information from external stakeholders and benefit providers.
  • High attention to detail to collect, document and record information which initiates employee lifecycle changes accurately while adhering to strict deadlines.
