Human Resources and Administration Coordinator
Save the Children US (SCUS) seeks a Human Resources and Administration Coordinator for its Country Programme in Malawi. This role will involve managing the HR and administrative functions of the SCUS Malawi Country Programme, including processing payroll and managing the HR and administrative tasks for the Country Programme staff. All functions of this role will be coordinated with and supported by the SCUS HQ departments (P&C and SCUSI Management Unit).
Position Objective
Reporting to the Country Programme Representative, the role will manage the execution of all human resources and administration functions end to end.
Primary Responsibilities
The role and the responsibilities listed below will function in collaboration with and support from the SCUS HQ P&C Department.
Human Resources Management:
- Staff Management: In coordination with the country program manager, support a team of seven (7) staff members on human resources functions from start to finish, including recruitment and selection, performance management, training and development, remuneration and benefits, employee relations, and organization development.
- Recruitment: Translate the Country Programme’s requirements into a staffing and recruitment strategy. Implement effective processes for recruitment and selection, orientation, and staff onboarding. Manage employee contracts.
- Compensation and Benefits: Implement and review remuneration and staff retention strategies, policies, and systems. Ensure accurate and timely payroll processing, including statutory deductions and benefits administration. Identify and administer a joint benefits program for Country Programme staff.
- Performance strategy: Implement and execute program performance strategies, policies, and processes.
- HR advisor: Deliver as well as advising managers and staff on disciplinary processes, grievance handling, and exit/separation processes.
- Labor laws: Remain up to date with national labor legislation. Advise Country Programme staff on HR policies and procedures and local labor laws to promote compliance with SCUS HR Policies and Procedures.
- HR Administration: Deliver HR services and recommend remedial solutions to improve service delivery; Advise managers and staff on guidelines, timelines, procedures, and issues regarding the provision of HR services.
- File Management: Maintain files for all Country Programme staff, ensuring the security, currency, and confidentiality of information.
Administrative Management:
- Office Administration: Coordinates with SCI Malawi Administration staff and other relevant partners (i.e., Palladium) to ensure smooth office operations, including maintenance and management of office facilities and equipment.
- Staff Administration: responsible for different aspects of staff administration, including visa and work permit processing, internal travel arrangements, etc.
- Vendor Management and engagement: Support relationships with vendors and service providers in the country to ensure smooth delivery of services.
Required Competencies
- Bachelor’s degree in human resources, business management, business administration, public administration, industrial psychology, or other relevant fields.
- Four (4) years or more experience working in the organization and delivery of all facets of human resources (recruitment, performance management, retention strategies, remuneration and benefits, training and development, labor relations, and human resource policies.) and the organization and delivery of all facets of administration services (procurement, fleet management, office administration, materials management) at officer level.
- Prior experience applying human resources policies and procedures for a development agency, international development partner, or international organization.
- Demonstrated ability to interpret and apply labor and employment practices, standards, regulations, and laws.
- Excellent understanding of HRIS and Payroll systems (Oracle, UKG, Agresso, SAGE, or other payroll services) and procedures.
- Excellent experience with computerized accounts packages, Excel, PowerPoint, and Word.
