Human Resources Assistant

This position is located within the Human Resources Section of the United Nations Multidimensional Integrated Stabilization Mission in Central African Republic (MINUSCA). The incumbent will be based in Bangui and will report to the Chief Recruitment Unit through the Human Resources Officer.

Responsibilities

Within delegated authority, the Human Resources Assistant will be responsible for the following duties:

Recruitment and Staff Selection

  • Assists with forecasting and identifying vacancies, preparing job openings, reviewing and screening of candidates.
  • Supports reviews of job openings in consultation with hiring managers, ensuring that the evaluation criteria and responsibilities are in line with the approved or classified documents.
  • Arranges and conducts interviews for selection of candidates.
  • Conducts preliminary review, prepares and submits recruitment cases to Field Central Review Bodies (FCRB).
  • Reviews recommendation on the selection of candidate by client offices.
  • Maintains job opening files and ensures closure of job openings in Inspira upon completion of selection.
  • Maintains recruitment databases and assists in preparing weekly, monthly and special reports
  • Supports the preparation of recruitment status reports for use by management.
  • Assist with the preparation of inputs and information required for formulation of mission response to applications by staff to MEU or UNDT.
  • Assists in preparing policy papers, position papers and briefing notes on issues related to recruitment matters.
  • Participates in task forces, working groups, special recruitment projects as required.
  • Keeps abreast of developments in various areas of human resources.
  • Performs other duties as may be assigned.

Education

  • High school diploma or equivalent is required.

Job – Specific Qualification

  • Technical or Vocational Certificate and/or training in human resources management, business or public administration, social sciences, education or related field experience is required.

Work Experience

  • At least 6 years of progressively responsible experience in the field of human resources management, administration or related area is required. Hands-on experience in staff selection processes using Human Resources Information Technology (HRIT) systems, such as Inspira and Umoja, is required. Practical experience with staff selection processes in complex, volatile and conflict and post conflict setting is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
