The Opportunity – HR Manager

Post location: Gaza Field Office – Rafah and subject to change based on SC priorities and response in Gaza.

Contract Duration and Level of Effort: until 31st December 2024, with a possibility of extension based on available funds.

ROLE PURPOSE:

HR Manager will provide generalist HR support to the Gaza Response across the full range of HR processes and functions. They will be managing HR team and will provide HR and management support to the Gaza Field Office in all aspects of HR functions. They will also be responsible for the continuous improvements of HR process and systems in partnership with relevant colleagues while implementing the decisions taken by the CO HR team in Gaza FO accordingly. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Head of HR and Admin

Staff reporting to this post: HR Coordinator

Budget Responsibilities: None.

KEY AREAS OF ACCOUNTABILITIES:

Generalist HR support and management

  • Manages Gaza HR operations ensuring compliance with save the children HR rules and regulations
  • Lead the entire recruitment cycle, including the recruitment process, advertisement of vacancies, scheduling and conducting interviews, checking candidate references and vetting processes, and collecting new hire documents
  • Ensure that the SCI performance management process is properly understood by all staff and implemented consistently
  • Responsible for staying up to date on local labour laws and effectively managing changes within the project to ensure HR compliance
  • Provides oversight on updating personnel files and other related HR documents, including employment agreements, amendments, timesheets, calendar holidays, and leaves.
  • Ensure compliant, competitive and cost-effective salaries and benefits packages are in place for the field office staff
  • Provide generalist and operational HR support to line managers across a full range of people management issues
  • Responsible for the day to day engagement, trouble shooting and liaison with CO HR
  • Responsible for implementing the induction programme “Passport to success” in Gaza FO
  • Supports and coordinates FO learning and development initiatives and keeps a record of attendance records
  • Supports and coordinates field office well-being plan and works closely with the staff wellbeing committee on staff wellbeing issues impacting staff
  • Follow up on staff contractual status and ensure appropriate and timely actions for new and renewals of contracts.
  • Work with hiring/line managers to conduct job evaluation, grading and review job profiles as needed
  • Responsible for the accuracy of the information provided to the CO HR team for the national payroll process
  • Roll out anti-harassment training to ensure these are proactively implemented for a safe working environment for all staff, volunteers and partners

Safeguarding

  • Undertake clear, strong advocacy in line with safeguarding policies for the Gaza Field Office and implementing partners including to ensure delivery of mandatory core safeguarding trainings (and refreshers) and workshops to enable staff and partners with key responsibilities to undertake their roles and mainstream safeguarding functions
  • Ensure that the tools and knowledge related to safe programming is made available to managers and sector leads for them to be able to cascade safeguarding requirements to their work
  • Ensure that all safeguarding concerns are reported effectively and uploaded on the online portal DATIX and proactively followed up to the required standards

General

  • Other projects as defined by the designate.
  • Be prepared to vary day to day activities and work pattern/hours in humanitarian response situations
  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

In order to be successful, you will bring/have:

QUALIFICATIONS, EXPERIENCE AND SKILLS

ESSENTIAL:

  • At least 5 years of work experience in Human Resources; previous HR experience in INGOs is essential
  • At least 2-3 years of work experience in Human Resources as a coordinator/manager is preferable.
  • Strong communication (written and spoken), and interpersonal skills in English and Arabic is essential
  • Proven operational HR track record and experience of providing a senior generalist HR service to managers across a full range of HR issues
  • Excellent skills in handling and advising on complex people management issues
  • Experience of and well developed skills in recruitment and selection
  • Experience working in remote management set-up is preferable
  • Ability to work independently, self-direct or at own initiative
  • Good facilitation skills and ability to deliver training and induction
  • Ability to work with tight deadlines, and a demanding workload
  • Proven skills in handling and advising on complex people management issues
  • Experience in working with and supporting multicultural teams
  • Experience in staff capacity building

DESIRABLE:

  • Experience of working with NGO
  • Experience in emergency response
