The incumbent of this post reports to the Head Field Human Resources Office (P4)
Responsibilities
The incumbent: 1. In close cooperation with managers, develops and updates Field HR business processes and tools in line with the Agency policies, procedures and ongoing initiatives; assists in operationalizing these processes through direct advice and guidance as well as via posting essential information on relevant internal media; supports the introduction of HR effectiveness and efficiency measures; develops HR field Standard Operating Procedures (SOPs) and shares best practices with other Fields and HQ. 2. Develops the Department’s work plans, planning guidelines, norms, standards and related designs and tools for monitoring and evaluation; monitors execution of plans and reports progress and evaluation of their impact. 3. Prepares and interprets workforce data and statistics using REACH or other Business Intelligence Enterprise platforms and makes recommendations on workforce requirements based on HR analytics; prepares analytical reports and drafts sensitive correspondence as necessary. 4. Leads the annual workforce planning exercise in terms of coordinating with the Human Resources Department (HRD) on workforce planning criteria, instructions and other HQ related workforce planning requirements; provides advice on field specific workforce planning needs and develops and implements workforce plans; coordinates with offices and departments at the field level on their workforce planning needs, explaining to them the process and criteria and advising on processes and needs as necessary; acts as the focal point for data entered on the workforce module and follows up with Directors and Chiefs as necessary. 5. Monitors and reports on staffing data, including relevant trend analysis; prepares HR statistical reports, including ad-hoc inquiries from various internal and external stakeholders; coordinates HR data integration, including monitoring and reporting on completeness and accuracy across enterprise systems; collaborates with the Information Management & Technology Department (IMTD) to develop or improve data tools or any automated system to support HR processes under the HFHRO’s guidance and in close coordination with other Field HR personnel; manages Change Requests (CRs) for HR systems in the field; manages and administers the HR site on SharePoint. 6. Leads human resources projects at the field level, working with members of the HR team and if required, works with the Human Resources Department at HQ(Amman) to identify bottlenecks in project delivery and increase efficiency (if necessary); supports all field departments in planning their activities and projects; provides staffing related costing for projects; monitors, reports and identifies key staffing needs to contribute to delivering effectively. 7. Acts as the focal point for ODC activities in the Field in coordination with ODC at HQA; makes arrangements and coordinates necessary actions for carrying out management and compensation reviews; conducts basic job analysis and documents post descriptions for further review by ODC; acts as the focal point for all automated HR systems, including Payroll, Performance Management, Daily Paid and any other HR system. 8. Performs other duties as may be assigned by the supervisor

Education
A university degree from an accredited educational institution in business or public administration, human resources or a related discipline.

Special Notice
Conditions of service – Type of Contract: Fixed Term Appointment – Contract Type: Fixed Term Appointment for 3 years; including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance, and continuing need Grade and Salary: Grade 15 Monthly basic salary USD1,592.60, payable in JD at UN monthly exchange rate, plus a Jerusalem allowance payable in JD at UNRWA rate: a. The amount of this Allowance shall be NIS 2000 per month for each eligible Area staff holding Jerusalem ID and working in any of UNRWA installations in West Bank Field; or b. NIS 1000 per month for each eligible Area staff working in any of UNRWA installations in East Jerusalem and not holding Jerusalem ID. Other benefits: • Provident Fund contribution (15.2% of basic salary paid by the Agency). • Dependency allowances (if applicable). • 30 days of annual leave. • Compulsory medical insurance. Additional benefits: • 2.5 days of sick leave for each completed month of service. • 14 weeks of Maternity Leave. • 2 weeks paternity leave. ** Desirable Qualifications: 1.
