I.ORGANISATION BACKGROUND

Médecins du Monde (MdM) is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations, the world over, including France. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care.

MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on key populations – People who Use Drugs (in Kachin State), and Female Sex Workers and LGBTQI+ (in Yangon). In Yangon, MdM is implementing harm reduction (sex work) and Sexual and Reproductive Health and Rights (SRHR) programs for sex workers, LGBTQI+, and people living with HIV, with broad community partnership approaches. Current and future strategy focuses on supporting local civil society and health system in scaling up and provision of health services.

In Kachin, MdM’s programs are implemented in 2 main sites (Moegaung and Hopin/Mohnyin). Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing, and medical care for People living with HIV (STI, opportunistic infections, Tuberculosis and ARV).

II. Hierarchical & Functional links

The Humanitarian Access and Security Officer (HASO) is under the direct responsibility of Field Coordinator and under the technical supervision of General Coordinator close collaboration with the Logistic Coordinator to implement some safety /security measures. She/he also functional link with Security Advisor at HQ for technical support and guidance.

III. Main Purpose

The purpose of this position is to identify changes and trends in the humanitarian access and security environment in the areas of operations and will ensure that adequate and up-to-date policies and procedures are in place and ensure staff have the information they need to manage operations, to identify issues, and to recommend and implement measures to reduce them.

The HASO is responsible for the development and implementation of the Security Pack and the monitoring and control of the safety and security of people, goods and Médecins du Monde (MdM) programs. He/She is the guarantor of the good practice of the MdM policy on the subject under direct management of Fieldco.

He/She will improve contextual analysis, build a network, support operational management, strengthen the security capacities of the programs in Kachin and to advise and support the Field coordinator. General Coordinator remains the primary person responsible for security in the country.

IV. Tasks and Responsibilities

He / she will be responsible for the specific tasks listed below:

  1. Context Analysis
  • Responsible for conducting comprehensive assessments and analysis of security risks in the project

areas of Kachin. This involves gathering information from various sources, such as project staffs, reliable media sources, community members, and other organizations etc., to identify potential threats and vulnerabilities.

  • Develop and update the risk analysis for all activity locations, ideally through a participative process/workshop.

2. Security Management

  • Develop/update the full security pack including security plan, contingency plan and SOPs based on MdM’s standards and templates (to be done with and validated by the Fieldco, before final validation by the Genco)
  • Ensure that the elements of the Contingency Plan are regularly revised and ready to be used (hibernation kits, vehicles readiness, emergency telecommunication means, data security and archiving, monitoring of evacuation scenarios, etc.)
  • Supports the Logistics Department in monitoring movements. Analyze the status of security and provide suggestions on daily program implementation such as activity restriction/resuming.
  • Participate in the management of a security incident and follow up on the implementation of recommendations.
  • Immediately inform the Field Coordinator of any incident affecting MdM and of any important event with a potential impact on the organization
  • Lead in procuring materials for safety and security procedures such as hibernation kits, security material by coordinating with respective departments.
  • He/she will ensure that all project staff and community workers are aware of and comply with security protocols and guidelines such as the evacuation plan, risk analysis, road book etc. This may involve conducting training sessions, distributing written documents, and reinforcing adherence to security procedures through regular communication, monitoring, feedback and revision accordingly.

3. Team Management and Capacity Building

  • Ensure full safety and security briefing and debriefing with the newcomers (new employees, visitors)
  • Organize regular and refresher security awareness sessions and orientation on security SOPs to staff, CWs and SHGs respectively.
  • Ensure proper briefing and debriefing with each team member moving to field locations
  • Organise and follow up annual training as fire dept training, first aid training within Kachin.

4.Reporting and Representation

  • Proactively participate in program review and workshop to provide suggestions in terms of security.
  • Participate in humanitarian security meetings (UNDSS, NGOs)
  • Make the link with security peers of other INGO and UN agencies / Develop a contact list
  • Ensure ad hoc smooth communication with key coordination members, in particular General Coordinator and Logistics Coordinator.

5.Mapping

  • Create detailed maps of the intervention areas with security specifications (No Go Areas, MDM locations, sensitive roads …)
  • Map the different actors, stakeholders and groups
  • Mapping of security incidents and trend

6.Telecommunication/ visibility means.

  • Work with the Logistics department on defining the needs, installation and maintenance of telecommunication equipment (GSM phone fleet, base phone and security mobile phones).
  • Supervise that all the telecommunications means related to security management are running and properly used by all MdM staff
  • Support the communication plan for each field office location to ensure the communication flow related to security works smoothly and timely from the entire communication chain (Communication tree, contact procedures during movement, critical communication during incidents)
  • Ensure training on GPS trackers and mobile applications for MdM staff
  • Monitor the use of MDM visibility on the field and at the office (update and follow up visibility SOP).

The list of tasks is not intended to be exhaustive and other tasks may be requested by the line supervisor. In addition, a certain degree of flexibility and adaptability is expected from the collaborator according to the potential evolution of the mission’s constraints.

V. QULIFICATIONS

Education (Essential)

  • Minimum relevant university degree related course

Experience and knowledge

  • Study//training in security management is an asset (i.e.: HEAT training)
  • Previous similar position in the country or experience in volatile environments

Professional Skills

  • Technical Knowledge and mastery of security management methodologies and tools for humanitarian missions
  • Knowledge and mastery of telecommunications rules and tools, vehicle management and building security
  • Identify, analyze, and describe a security context and events and rationalize security rules
  • Guide people when security incidents occurred

MdM SALARY RANGE AND SOCIAL BENEFITS:

Salary Range: 1,592,423 MMK
