JOB CONTEXT:
HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana’a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis).
In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.
Reporting to the Programme Director, the role of the Humanitarian Access & Security Manager (HASM) is to help ensure the security of HI’s personnel and property and develop HI’s access to vulnerable populations to the greatest extent possible.
YOUR MISSION:
Responsibility 1: Management:
- A manager who leads by example: embodies HI’s values on a day-to-day basis and is a role model;
- A manager who gives meaning: comprehends strategy, clarifies it, translates it into operational objectives for his or her team and manages the necessary changes;
- A manager who administers the operational management of his or her team, structure the work to be done in accordance with identified processes, drives performance and facilitates the resolution of problems;
- A manager who assumes HR responsibilities and coaches his or her team members.
Responsibility 2: Standards and expertise:
- Support the development, updating and implementation of HI’s security system on the programme (procedures, documents and tools);
- Ensure the implementation of HI’s security policy, operational guide and the new security guidelines issued by headquarters;
- Develop a learning system based on experience gained and lessons learned on the programme;
- Contribute to the drafting, revision and implementation of the operational strategy (StratOp) as part of his or her responsibilities.
Responsibility 3: Operational implementation:
3-1: Context monitoring and strengthening the acceptance of HI’s programme:
- Monitor and analyses the local, national and regional context;
- Develop the programme’s network by supporting the diversification of sources of information and capitalising on information from key contacts;
- Strengthen the level of acceptance of HI to whatever extent necessary in the different areas of intervention.
3-2: Operational security management:
- Provide advice and guidance on evolving security risks, resource requirements, security frameworks and documents, strategies and sharing of good practices for the security management of HI activities in the country, including input necessary for the definition of future project proposals;
- Make regular visits to the field to conduct security assessments and to support the offices in the provinces;
- Ensure good internal coordination in all matters relating to security, particularly with Operation and Logistics on safety aspects;
3-3: Humanitarian access:
- Ongoing analyses of the humanitarian context and key actors, identifying obstacles to access and opportunities for improvement;
- Support the Programme Director with the creation of a strategy to improve humanitarian access specific to the programme.
3-4: Capacity-building and training in the fields of security and humanitarian access:
- Evaluate the needs of HI staff on the programme and supports the implementation of the HAS training plan (including internal and external training (Hostile Environment Awareness Training, Security management, humanitarian negotiation…);
- Ensures the training and ongoing capacity-building of staff in charge of security;
- Develop a culture of security within the programme;
- Take part to briefing and Induction of new arrivals;
- Give regular security updates to all staff;
3-5: Emergency preparedness:
- Direct emergency preparedness actions in his or her department and, in the event of an emergency, reorganises the priorities of his or her team according to humanitarian imperatives in order to ensure a rapid and effective response from HI;
- Contribute the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.
Responsibility 4: Representation and Coordination
- Represent HI in a bilateral meeting with humanitarian actors and with local actors when needed;
- Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities in the area if required.
CHARACTERISTICS OF THE POSITION:
The mission has put in place adequate security rules and process to allow team to work in safe environment. Despite the country situation, risk for expatriate remain limited and no critical incident happened over the past period.
Local medical capacity remains a concern for person with fragile heath, ongoing treatment and that need close medical follow up.
Dress code: Men will be required to wear long pants and at least a short-sleeved shirt. Women are required to wear the abaya and hijab (head scarf) outside of the compound. For female staff in the office, appropriate attire includes long pants, and long sleeve shirts.
YOUR PROFILE:
- University degree or equivalent certification in Risk Management, International Relations, or other relevant to the position;
- At least 3 years of experience as a Security Manager, Analyst or Manager with security responsibilities in unstable countries;
- Previous experience in humanitarian action – NGO and humanitarian negotiation;
- Proven experience in security context analysis, security risk management and developing access strategy / conduction negotiations;
- You are rigorous, committed and have strong stress management;
- Speaking Arabic is a plus.
