THE ORGANIZATIONAL SETTING

The ICAO Regional Office serves ICAO Contracting States in the area assisting them in the development of comprehensive regional plans of the air navigation system and the improvement of these plans as well as the worldwide ICAO provisions and procedures. It conducts mandatory safety oversight assessments of States’ Civil Aviation Authority. It sustains extensive missions and meeting activities, disseminating information and encourages participation in all ICAO activities. It helps States develop and implement technical co-operation programmes to this end. The office operates in English and Spanish and all staff is required to be fluent in both languages.

Since 2015, the ICAO NACC Regional Office developed a five-phase Systemic Assistance Programme (SAP) for the North American, Central American, and Caribbean States to effectively implement the ICAO No Country Left Behind (NCLB) Campaign. Such programme is carried out through a ONE ICAO transformational leadership approach with clear, concise and measurable performance objectives to which all could be held accountable using regional strategies, whose core elements are based on accountability, metrics, deliverables, and expected outcomes. An action plan is tailored to each individual State supported by the highest-level political will and commitment. Under this SAP, custom-made actions plans have been developed and agreed with each State accredited to the NACC Region. These actions plans are part of the Technical Assistance activities of the NACC SAP.

Under the NACC Technical Assistance Programme, specific deliverables and improvement actions have been identified in the areas of Aviation for States implementation for supporting their State Safety Oversight System. In this regard, ICAO is seeking an AGA implementation expert to enhance and increase the support on Aerodromes and Ground Aids implementation; Compliance to AGA related SARPs and the AGA safety related matters. The Regional Officer, AGA, provides expert support and advisory services in the field of AGA to States/Administrations in the NAM/CAR Regions.

MAJOR DUTIES AND RESPONSIBILITIES
Function 1 (incl. Expected results)

Monitors developments of concern to ICAO in the States to which the office is accredited, in the field of aerodromes. Assists States in the implementation of the provisions related to design and operations of aerodromes and heliports contained in Annex 14 and in the Planning and implementation of the NAM and CAR/SAM region Air Navigation Plans (ANP), achieving results such as:

  • Follow up, foster and initiate actions aimed at achieving efficient and effective implementation by States of the ICAO SARPs, Regional Plan with particular emphasis on Aerodromes and Ground Aids (AGA).
  • Assist States in the implementation of the AGA Facilities and Services in the ICAO Regional ANP for which they are responsible.
  • Provide technical assistance and support for the efficient functioning of the CAR/SAM Planning and Implementation Regional Group (GREPECAS) and its subsidiary bodies.
  • Collect data for monitoring the AGA indicators related to aerodrome infrastructure and capacity/efficiency to maintain the performance dashboard up-to-date.
  • Monitor developments in the region to ensure that the Regional ANP requirements meet current aircraft operations in the region and States and where necessary.
  • Support operational improvements involving AGA matters like Airport Collaborative Decision Making (ACDM).
  • Provide guidance to States regarding the regional planning as well as provision of technical and secretarial support to formulate and assist with the processing of amendment proposals to the NAM and CAR/SAM Regional ANP.
  • Assist States in the development of Aerodrome Operational and Master Plans, in accordance with regional plan.
  • Identify, monitor, and undertake follow-up actions on deficiencies in the AGA fields.
  • Provide assistance to States with the objective of improving their aerodrome operations, eliminating their identified deficiencies, achieving the performance objectives and enhancing their safety oversight capabilities.
  • Keep updated of current civil aviation developments, including relevant activities of ACI, IATA and other international organizations and individual States/Territories.
  • Coordinate regional programmes and planning documents with HQ activities.
  • Identify technical cooperation opportunities and promote AGA-related technical cooperation projects.
  • Ensure coordinated processes between AGA and other air navigation fields within the Secretariat to minimize duplication, enable seamlessness in planning and ensure efficiency.
Function 2 (incl. Expected results)

Supports the work of RASG-PA and its subsidiary bodies and the corresponding AGA related elements of the NACC Regional Safety Plan (NACC RASP) and follows up on the implementation of its Work Programme; supports implementation of the Regional Safety Strategies and Plans, achieving results such as:

  • Support the implementation and monitoring of safety strategies involving Aerodromes matters.
  • Collect data for monitoring the safety indicators related to aerodrome/runway safety, to maintain the performance dashboard up-to-date.
  • Provide technical assistance and support for the efficient functioning of the RASG-PA and its subsidiary bodies, in the Aerodrome related components and matters.
  • Provide guidance to States regarding the regional planning as well as provision of technical and secretarial support to formulate and assist with the processing of amendment proposals to the NACC RASP.
  • Support and monitor the implementation of NACC RASP and RASG-PA initiatives related to aerodromes.
  • Support and monitor the implementation of aerodrome certification requirements and take necessary follow up actions with States to improve the situation.
  • Identify emerging safety risks related to aerodromes and address them within the RASG-PA framework.
Function 3 (incl. Expected results)

Provides advice and support for effective implementation of the ICAO Technical Assistance & Technical Cooperation programmes/projects and achievement of the performance targets related to aerodromes, achieving results such as:

  • Maintain liaison with service providers and international and regional aviation organizations in the Region; and coordinate collaborative efforts for the provision of required assistance to States.
  • Promote and make follow-up on AGA-related technical cooperation and technical assistance activities.
  • Identify potential projects and participate to technical support and evaluation missions for AGA-related assistance activities.
  • Monitor the implementation of the AGA related Technical Assistance and Technical Cooperation programmes/projects and ensure appropriate coordination between States and ICAO (Regional Office, the Air Navigation Bureau and Technical Cooperation Bureau.
Function 4 (incl. Expected results)

Supports the ICAO Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA), achieving results such as:

  • Provide support, on matters related to AGA, to the Portfolio Holder (PH) of the Regional Office in the management of the USOAP-CMA portfolio.
  • Provide guidance and assistance to States in the development and implementation of Corrective Action Plans (CAPs) to address specific findings identified through USOAP-CMA activities.
  • Analyse and proactively assess States’ USOAP results on a regular basis with emphasis on issues related to the AGA field and provide technical advice and recommend solutions on such issues.
  • In coordination with ICAO HQ, support and participate to USOAP CMA activities, as applicable.
Function 5 (incl. Expected results)

Acts as Secretary to meetings in fields of assigned responsibility and assists, as required, at other meetings, achieving results such as: 

  • Conduct, participate in, and/or serve as secretary/technical adviser at ICAO meetings, seminars and workshops related to AGA and other meetings assigned by the Regional Director.
  • Organize, facilitate and support seminars and/or workshops aimed at developing capacity or addressing specific challenges.
  • Prepare working papers, reports, briefs, and correspondence on technical/operational AGA-related subjects.
  • Represent ICAO at meetings of international organizations and provide consistent explanations of SARPs and global viewpoints.

QUALIFICATIONS AND EXPERIENCE
Education
Essential

A first-level university degree in civil engineering, airports engineering, electrical engineering or other aerodrome-related technical disciplines.

Desirable

An advanced level university degree (Master’s Degree or academic equivalent) in electrical engineering or other relevant aerodrome-related technical disciplines

Professional experience

Essential

  • A minimum of nine (9) years’ experience, preferably in airport planning, design, construction, maintenance, operation or safety management in a civil aviation authority, airport administration authority or international organization.
  • Experience with activities related to airport certification and safety oversight performed by a Civil Aviation Authority.
  • Experience with the implementation of aerodrome safety management system.
  • Experience in providing training and/or conducting seminars and workshops in an aviation-related discipline, preferably related to international obligations and government regulation of air transport and specifically relating to aerodrome certification and supervision.
  • Experience participating in and providing service to international meetings.

Desirable

  • Experience working at management level or in an advisory capacity in the areas of aerodromes and grounds aids, including involvement in project management and planning concepts.
  • Experience in working in a multi-national and multi-cultural environment.
  • Experience as an USOAP Aerodrome Auditor.
Languages
Essential

Fluent reading, writing and speaking abilities in English and Spanish.

Desirable

A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian).

COMPETENCIES

Advanced knowledge of civil aviation issues in the Region and familiarity with the work of other related international organizations. Knowledge of governmental and intergovernmental arrangements in the civil aviation field. Advanced knowledge of tools used for project management and monitoring of safety-related activities. Good understanding of the ICAO GANP and GASP. Sound knowledge of ICAO publications in the AGA field and ICAO’s work, Knowledge of ICAO’s work and functions aimed at enhancing global civil aviation safety, increasing capacity and improving efficiency of the global civil aviation system. Ability to conduct international meetings on ICAO related to AGA and A-CDM subject. Proven ability to self-start on projects. Initiative and ability to work harmoniously as a member of a multinational and multidiscipline team. Ability to develop and manage interregional projects working with states and major stakeholders. Familiarity with the work of other related international organizations

CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled on a fixed-term basis for an initial period of 3 years (first year is probationary for an external candidate).
ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization, in accordance with the provisions of the ICAO service code.
ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
