ICAO Roster-iPACK-Accident Investigation -Occurrence and ADREP Reporting Expert

JOB DESCRIPTION

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected result

Leads the accident and incident data reporting (ADREiPack team in developing or reviewing and updating regulations and procedures as per Annex 13 requirements for occurrence notification and ADREP reporting in support of data analysis for the State’s State Safety Programme, achieving results such as:

  • Familiarize the iPack team with Annex 13 and associated guidance material.
  • Lead the iPack team to establish a stakeholder management strategy for committees’ appropriate participation and support to develop or review and update regulations and procedures for establishing an occurrence reporting system and database to facilitate ADREP reporting to ICAO.
  • Guide the iPack team to establish platforms for collaborative decisionmaking with appropriate stakeholders in place for coordination.
  • Lead the iPack team in either drafting or reviewing and refining of the national regulations and procedures or draft amendments to current provisions related to occurrence and ADREP reporting.
Function 2 (incl. Expected result

Leads the ADREP iPack team in conducting a gap analysis to identify current deficiencies, emerging issues and operational risks due to the lack of data analysis and ADREP reporting, achieving results such as:

  • Produce a document identifying gaps in occurrence and ADREP reporting regulations and procedures.
  • Lead the iPack team in identifying organizational emerging issues.
  • Guide the iPack team in documenting operational safety risk criteria for the lack of ADREP reporting.
  • Assist the iPack team to develop indicators for tracking the effectiveness of safety risk mitigations.
Function 3 (incl. Expected result

Familiarize the ADREP iPack team with the ADREP taxonomy to assist them in the selection of a suitable accident and incident reporting system, achieving results such as:

  • Explain the structure and some contents of the ADREP taxonomy to occurrence reporting and analysis stakeholders.
  • Lead the iPack team to coordinate with State’s point of contact for occurrence reporting.
  • Explain to the iPack team the requirements for a database for occurrence reporting and assist State in the choice of a database.
  • Illustrate to the iPack team the functionalities of ECCAIRS software suite as an example of a database.
Function 4 (incl. Expected result

Lead the ADREP iPack team to assist the State Accident Investigation Authority (AIto create a stakeholder group or review roles of existing stakeholders, to file reports and analyse the information in the State database or reporting to ICAO as per their ADREP requirements, achieving results such as:

  • Demonstrate how to file records into a database based on ECCAIRS software suite.
  • Lead the iPack team to file at least two occurrences into the ICAO ADREP database.
  • Assist the AIA to identify national stakeholders and choose a stakeholders management strategy and terms of reference.
  • Lead the ADREP iPack team to establish committees with appropriate participation and support.
  • Assist the iPack team to create a platform(to support collaborative decisionmaking for internal and external entities applying ADREP Reporting tools for analysis and safety actions.
Function 5 (incl. Expected result

Lead the iPack team to develop or review and enhance existing structures and processes for effective occurrence and ADREP reporting, the State’s staffing and training for investigators and managers to fulfil their roles and responsibilities, achieving results such as:

  • Assist the iPack team to assemble regulatory documents and supporting material for the development or review and enhancement of existing structures.
  • Lead the iPack team to develop processes for internal workflow and structures for the entity responsible for accident and incident and ADREP reporting.
  • Assist the iPack team to identify offices/positions required in the structure of the organization and their functions.
  • Lead the iPack team to identify competencies related to ADREP reporting.
  • Assist the iPack team to identify training gaps for personnel and list new and recurrent training competencies for personnel.
Function 6 (incl. Expected result

Coordinates, organizes, manages, and reports on the successful deployment of the ADREP iPack, achieving results such as:

  • If necessary, provide advice to the authority on the composition of the ADREP iPack team.
  • Prepare for the successful start of the iPack deployment such as gaining access to all iPack materials and information, familiarize with all iPack materials, and gather stakeholders’ contact information. Obtain briefings from ICAO HQ. Accident Investigation Section of the Air Navigation Bureau (AN, CDI, ICAO Regional Technical Officers, and iPack State Focal Point. Prepare presentations, organize and conduct the kickoff meeting and closing meeting.
  • Analyse the needs survey and prepare the iPack work plan accordingly in coordination with the Regional Technical Officers for the approval and signature by the Senior Manager of the authority to which the iPack is deployed.
  • Coordinate the list of workshop participants with the State Focal Point and submit it to ICAO CDI.
  • In addition to regular work sessions, upon request from the iPack team, prepare for and conduct meetings.
  • Prepare the iPack Deployment Report on the objectives achieved, lessons learned, and additional deficiencies identified.
  • Define followup actions required and suggested approaches to achieve objectives for implementing the State’s national accident and incident reporting system and ADREP reporting to ICAO.
  • Provide recommendations for the development of any additional technical assistance and cooperation projects to address any further needs of the State.
  • Ensure that the iPack Deployment Report is well edited and formatted.
  • Obtain the approval of the iPack Deployment Report from the ICAO Regional Technical Officer(, ICAO HQ. ADREP focal point, and iPack State Focal Point.
  • Debrief ICAO at the end of the assignment and provide recommendations for improving the iPack delivery model.

Qualifications and Experience
Education

A firstlevel university degree, preferably in Aviation, Engineering, or in a related technical discipline. A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, Airframe and Power Plant Technician Certification, or Civil Aviation Safety Inspector may be accepted in lieu of the firstlevel university degree.

Professional Experience

Essential

  • Considerable experience (ten years or morworking in a civil aviationrelated environment.
  • Significant experience on safety planning in an international or regional organization, or in a civil aviation authority.
  • Experience (ten years or morin aircraft accident and incident investigations and reporting.
  • Experience in air transport operations.

Desirable

  • Experience in managing aviation accident and incident data relating to operational issues.
  • Experience in developing and implementing programmes to enhance safety in civil aviation.
  • Experience in Safety Management with focus on safety analysis.
  • Experience in participating in aviationrelated subject matter expert groups.

 

Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
