JOB DESCRIPTION

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CD, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (Tand Technical Cooperation (Tprojects. It drafts agreements and aids in creating countryspecific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FOS/FRrecruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected result

Support the planning and execution of effective technical assistance, achieving results such as:

  1. Impart a thorough understanding of applicable ICAO provisions pertaining to the publication and dissemination of aeronautical information in general, and NOTAM in particular.
  2. Conduct/facilitate a thorough review and analysis of a State’s NOTAM regulations, procedures and processes.
  3. Review and identify all noncompliant NOTAM information, in particular information that is outofdate and should have been published through other means and NOTAM that have quality issues.
  4. Develop an action plan based on best practices to ensure compliance of a State’s NOTAM procedures and processes with applicable ICAO provisions and the State’s national requirements.
  5. Conduct/facilitate a review of the NOTAM personnel competencies and training needs. Propose an effective training plan for NOTAM personnel and originators and provide necessary coaching during the deployment of the iPack.
  6. Utilize tools like the NOTAMeter and/or the State’s NOTAM system to review and analyse State’s NOTAM system for noncompliant NOTAM.
  7. Guide the State in taking action to cancel, replace and/or transfer the NOTAM information in the appropriate aeronautical information products (AIP, AIP Supplement as applicabl.
  8. Develop an awareness on promulgation of safety critical information of operational significance for personnel concerned with flight operations.
Function 2 (incl. Expected result

Ensure appropriate mechanisms and tools are in place and properly implemented to ensure compliant publication of aeronautical information, achieving results such as:

  1. Facilitate adaption of State’s internal processes and procedures to avoid the issue of noncompliant NOTAM from reoccurring.
  2. Develop and implement quality control measures to ensure continuously monitoring of the quality of NOTAM.
  3. Facilitate the necessary coordination and collaboration between States NOTAM office and originators of NOTAM information.
  4. Review State’s procedures and arrangements in place and support development/updating of formal arrangements between AIS (NOand data originators concerning origination of NOTAM.
  5. Support development of NOTAM issuance procedures for the State’s NOF, taking into consideration ICAO requirements, quality control measures and regular monitoring of NOTAM to ensure that noncompliant NOTAM is not issued and old/very old NOTAM are treated systematically in a timely manner
Function 3 (incl. Expected result

Prepare end of assignment report, achieving results such as:

  1. Collate and prepare a consolidated report, describing the various elements of the improved elements of the State’s NOTAM procedures and processes.
  2. Provide a status report on the level of implementation achieved, lessons learned and potential areas for improvement of the NOTAM procedures and processes.
  3. Define followup actions required and recommended approaches to achieve remaining objectives, pertaining to the implementation of an effective NOTAM procedures and processes.
  4. Provide recommendations for the development of any additional technical assistance and cooperation projects to address the needs of the State.
  5. Debrief ICAO at the end of the assignment and provide recommendations for the improvement of the iPack delivery model.

Qualifications and Experience
Education
  • A firstlevel university degree in science, engineering, or a related field. A technical qualification in aviation, such as a commercial pilot, air traffic controller or flight dispatch license, may be accepted in lieu of a university degree.
Professional Experience

Essential

  • A minimum of ten years’ work experience in implementing Annex 15 and related provisions for aeronautical information.
  • A minimum of 5 years of experience in providing AIS training.
  • Exposure to recent ICAO initiatives and developments pertaining to the collection, processing, publication and dissemination of qualityassured aeronautical data and aeronautical information

Desirable

  • Supervisory experience in development of AIM processes and procedures, and aeronautical chart.
  • General knowledge of airport operations environments, ATC procedures and airspace organization and management
  • Experience in developing and implementing of the ICAO Regional Plans.
  • Experience in participating in aviationrelated subject matter expert groups.
  • Demonstrated ability to working remotely in an efficient way.

 

Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanis.
