JOB DESCRIPTION

The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Major duties and Responsibilities
Function 1 (incl. Expected results)
  • Development of UAS regulatory framework, rules and documentations (regulations, process, procedures, guidance, safety requirements, etc.) for unmanned aircraft systems (UAS) and identify the certification and permission process to ensure that the required ICAO standards and practices are met by all UAS operators as well as for managing UAS activities and the supporting entities.
  • Development of guidance for the implementation of ICAO requirements to achieve the objectives of the authorities for the management and supervision of UAS in the state.
  • Advises on and supports national inspectors with performing inspection and oversight of UAS for the safe and effective operation of UAVs in the State airspace.
  • Provide assistance to understand the relationship between UAS regulations, conventional aircraft regulations, forthcoming Remotely Piloted Aircraft Systems (RPAS) provisions and the State Safety Programme.
  • Provide assistance to create an internal UAS stakeholder group that includes those entities affected by UAS activities for coordination and internal communications.
  • Conduct a gap analysis to identify safety deficiencies, organizational issues, operational safety risks, and emerging UAS issues.
  • Identify the competencies required to enable inspectors and managers to fulfill their roles and responsibilities to manage UAS operations and to build the appropriate capacities.
  • Provide assistance to set national goals through the application of safety management principles including targets and indicators, as the basis to improve safety of UAS operations and activities for a national strategy.
  • Identify training needs and developing of training program and plans related to UAS for the state inspectors and specialists.
  • Development of plans and perform similar evaluations in order to monitor compliance with national standards and ICAO provisions.
  • Design plan and conduct inspections in order to assess, analyze and determine areas of improvement and make appropriate recommendations in line with international standards and trends.

Qualifications and Experience
Education
  • University degree in any Civil Aviation field or relevant academic qualification.
Professional experience

Essential

  • Supervisory experience with a government department of civil aviation, directly associated with the preparation and responsibility for implementation of rules, regulations, operating manuals and procedures deemed necessary for flight safety, inspection and certification.
  • Knowledge of legal responsibilities and administrative procedures for the issuance of documents under state of registry approval relating to supervision of UAS.
  • Extensive experience as a government specialist and/or inspector dealing with unmanned aircraft.
  • Experience in the preparation, checking programs, and development of training plans for inspectors and specialists.
  • Sound knowledge of related ICAO annexes, recommended practices and related documentation as well as FAA and EASA regulations.
  • Lead Auditor and or Auditor experience of 5 years as CAA auditor or safety auditor.
  • Certified as instructor to provide training for CAA inspectors and specialists.
Languages

Essential 

  • A good command of oral and written English.

Desirable 

  • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish).
CONDITIONS OF EMPLOYMENT

It should be noted that this is a prospective position intended for experts interested in consultancy contracts. (short and long term)

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
