The International Court of Justice is the principal judicial organ of the United Nations. It is composed of 15 judges, elected by the General Assembly and the Security Council. The Court has a twofold role: first, to settle, in accordance with international law, legal disputes submitted to it by States; and, second, to give advisory opinions on legal questions referred to it by duly authorized United Nations organs and specialized agencies. The Court is the only principal organ of the United Nations not serviced by the Secretariat. The Court has its own administration, the Registry, which provides judicial support to the Court and acts as a permanent administrative organ. The Registry is headed by a Registrar, elected by the Court. This position is located in the Registry’s Archives, Indexing and Distribution Division. The incumbent reports directly to the Head of the Division. The Registry of the International Court of Justice is seeking to fill a temporary vacancy pending the regular recruitment for the position.
Responsibilities
The Associate Information and Records Management Officer is responsible for assisting the Head of the Archives, Indexing and Distribution Division in the development of a framework for record-keeping. This includes developing the policy and practice for the management of physical and digital records created or received within departments and divisions. The Associate Information and Records Management Officer is also responsible for outreach and training staff members in record-keeping practice. Under the supervision of the Head of the Archives, Indexing and Distribution Division, the incumbent will perform the following duties in particular: – Develop policies and procedures for administration of the archives and records management system, in particular establishing a metadata standard including an access policy for administrative and judicial records; a long-term digital preservation strategy (apparaisal of electronic records for preservation); an internal guide on the handling and care of historical records and artifacts for preservation; an a disaster recovery plan. – Oversee the development of policies and procedures for registration, appraisal and disposition activities relating to both judicial and administrative records of the Court, including finalization of the retention policy, email management document and the procedure for the disposal of paper and digital records. – Oversee the development of policies and procedures for the management of physical archives/repositories, in particular overseeing inventory and environmental monitoring, e.g., developing guidance and procedures for monitoring repositories in accordance with ISO standards on environmental conditions. – Develop policies and procedures for transferring (digial and physical) records for long-term retention or preservation. This includes developing and planning for any automated systems e.g. PowerApps for transferring digital records. – Train staff on the responsibility of individuals for record-keeping practices, and in particular develop user-friendly guides on how to identify and manage organizational records.

Education
An advanced university degree (Master’s degree or equivalent) in information science, i.e. library science, archives and records management, and/or information systems, is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Relevant AIIM, ICA or similar technical training in information governance, digital preservation and digital records management is desirable.
Work Experience
A minimum of two years (four years with a first-level university degree) of relevant and progressively responsible work experience in modern archives management, record-keeping, library and information management or a related area is required. Experience working in a centre for archives, repositories and/or records is required. Experience appraising records and implementing prescribed retention periods is required. Experience drafting guidelines and/or policy on archives and records management is required.
Languages
English and French are the official and working languages of the Court. For this position, an excellent command of either English or French (equivalent to UN Level III – Advanced Language Competence) and a full working knowledge of the other language (equivalent to UN Level II – Intermediate Language Competence) are required. An excellent command of the second language is desirable.
Assessment
The assessment of qualified candidates may include written tests and a competency and/or knowledge-based interview.

Depending on professional background, experience and family situation, a competitive compensation and benefits package is offered. The Court’s salaries are calculated in US dollars but paid in euros. They consist of a basic salary and a post adjustment which reflects the cost of living in the Netherlands and the euro/dollar exchange rate. In addition, the Court offers an attractive benefits package including 30 days of annual leave, home travel every two years, an education grant for dependent children, a pension plan and subsidized medical insurance.
