ICLA Specialist Palestine

What we are looking for:

An experienced ICLA Specialist to support the design, development, and implementation of the ICLA programme in the areas of operation of the Palestine Country Office. As ICLA Specialist you will be responsible for technical support of ICLA programme providing strategic direction and ensuring quality assurance. You will also be responsible for mentoring, training, and capacity building of staff on ICLA technical capacity, as well as support ICLA through the development of tools that can be used to implement ICLA projects.

What you will do:

  • Gather and analyse ICLA-related data from target or proposed target populations, as part of integrated or joint assessments, and use this in response analysis to develop contextually appropriate, technically sound new projects and programmes as well as strengthen synergies with and inform advocacy efforts;
  • Ensure the relevant safe programming principles are embedded in all ICLA activities;
  • Lead innovative approaches for NRC’s ICLA programme (e.g. digital mode of assistance, new thematic or geographic areas etc.) by identifying trends and opportunities, presenting ideas and approaches and ensure that new approaches are conceptualised and tested based on practice;
  • Develop capacity development/institutional strengthening strategies for NRC partners, legal aid practitioners, and others through formal and informal training, mentoring, and coaching and workshop facilitation;
  • Contribute to global and regional tools, guidance and policy as well as research studies on relevant thematic topics, including ensuring a constructive exchange with other NRC ICLA programmes;
  • Provide technical leadership in developing a robust ICLA strategy, outlining the key expected outcomes, the outputs, and activities required to enable NRC to respond to humanitarian and recovery needs relevant to the context;
  • Proactively work closely with the Head of Programme in defining the funding plan for the ICLA strategy; and provide sound and proactive technical leadership in developing project proposals and budgets to donors;
  • Support Area managers and programme staff to implement funded projects, paying specific attention to technical quality, integrated response (with other sectoral/ cross-thematic responses), cost effectiveness, efficiency, timeliness and conformity to grant agreements;
  • Represent NRC at relevant forums – both internally and externally (e.g. West Bank Protection Consortium, Gaza Protection Consortium, Protection Cluster, Legal Taskforce) – and take proactive steps or seek support from others to influence the Palestine’s protection strategy, or advocate as may be appropriate;
  • Play a leadership role in HLP coordination structure and provide technical support to protection, shelter, WASH, Site Management;
  • Develop a fit-for-purpose system and tools for continuous quality improvement and learning in ICLA programmes, and proactively document and disseminate lessons learned;
  • Proactively undertake any additional duties as may be necessary to promote the mission of NRC, and as requested by the Head of Programme/Country Director, to the limit that such duties do not negatively affect the key responsibilities above stated

What you will bring:

  • A law degree and legal background would be highly desirable.
  • Minimum 4 years of experience in senior capacity within legal assistance in a humanitarian/ recovery context.
  • Experience of working in complex and volatile contexts. Knowledge of the context in Palestine and the Middle East region.
  • Solid background in civil documentation, Housing, Land and Property, Residency Rights, issues, and collaborative dispute resolution (CDR).
  • Knowledge of International Human Rights and International Humanitarian Law.
  • A clear interest and understanding of Protection Mainstreaming (Safe & Inclusive Programming)
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal. Knowledge of Arabic language is an asset.

  • Duty station: Jerusalem, Palestine or Amman, Jordan
  • Contract: 12 months (Renewal is subject to performance and funds availability
  • Salary/benefits: grade 9 on NRC’s International salary scale.
