JOB SUMMARY
Purpose of the Job
The purpose of ICLA Technical Assistant position is to implement ICLA activities in the field. The post holder is responsible for ensuring that all ICLA activities comply with the NRC Code of Conduct, national law, donor requirements, and ICLA’s overall objective to ensure that people affected by displacement can access their right to a durable solution.

Generic responsibilities
- Adhere to NRC policies, tools, handbooks, and guidelines.
- Assist with the implementation of the support function portfolio according to plan of action.
- Prepare and develop status reports as required by management.
- Ensure proper filing of documents.
- Promote and share ideas for improvement of the support function.
Specific responsibilities
- Provide legal information, counseling and assistance to displaced affected people in accordance with the ICLA strategy, project documents, and applicable laws and procedures.
- Identify and select beneficiaries, collecting relevant documents (copies of claim files, customary or title deeds, client request form, NRC contract with client, village leader certification or any other relevant documents).
- Enter all activity information into ICLA electronic database and maintain hard copies of all means of verification documents.
- Conduct legal awareness sessions for beneficiaries in communities, in hard-to-reach areas and/or at border areas.
- Assist ICLA officers and Team Leader in the preparation and execution of capacity building trainings as per project documents.
- Provide individual counseling services to beneficiaries per ICLA standards and report outcomes, challenges, and progress to direct line of supervision.
- Collaborating with ICLA Officer and Team Leader in uploading the Methods of Verification to the monitoring and evaluation tracker on a regular basis.
- Preparing and presenting the weekly and monthly progress report to the ICLA Officer on a timely manner.
- Conduct legal research and analysis as assigned by the Officer, Coordinator or Project Manager.
- Any other tasks assigned by the supervisor
Generic professional competencies:
- University degree from faculty of law or Sharia, or a related field and a thorough knowledge of Afghan law.
- More than 2 years working experience in legal assistance implementation position with INGOs and NGOs with international project implementation.
- Experience in monitoring, evaluation and reporting on project activities.
- Technical specific knowledge from the humanitarian sector and work experience with refugees
- Prior experience of representing an I/NGO, and advocating on behalf of beneficiaries, in public forums (e.g.
Protection Sector).
- Willing to travel to the “hard to reach areas” covered under ICLA projects in Kandahar Provinces.
- Knowledge of English Language is required
- Working knowledge of context-relevant languages
- Advanced computer skills, especially in Microsoft Word, Excel, Power Point and Outlook
- Previous experience from working in complex and volatile contexts
- Documented technical competences related to the position’s responsibilities
- Documented results related to the position’s responsibilities.
